Description

The Government intends to solicit and negotiate on a sole source basis with Amirix Systems, Inc. (DBA: Vemco, Div of), 20 angus Morton Dr., B4B0L9 Bedford NS, Canada, for Acoustic Receivers and Transmitters for Acoustic Fish Tracking: 41 each D Cell Tadiran Lithium Metal Battery, TK-5930/F; 75 each V7-4x-A69-1601 Transmitters; 2 Range Test Tags. The delivery time is 4-6 weeks after receipt of order. Items to be delivered to NOAA, National Ocean Service, NCC)S, CCMA, 1305 East West Highway, SSMC4, N/SC11, Silver Spring, MD 20910. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the System for Award Management (SAM) to be considered for an award of a federal contract. For information regarding registration in SAM contact the SAM website at www.sam.gov. Authority: 41 USC 253(c)(1). The FSC for this is 6655 and the NAICS Code is 335999, small business size standard is 500 employees. The government intends to award a firm-fixed price purchase order for this requirement. NCCOS/CCMA has used VEMCO acoustic hardware and software to track and monitor the movement and residency time of fishes within and across habitats in the US Virgin Islands. The program uses an array of in-situ acoustic receivers to track fishes that have been implanted with acoustic "pinging" transmitters to define movements in both space and time. Only VEMCO supplied batteries and transmitters can be used with our existing investment in receiver hardware. VEMCO is the sole developer, manufacturer, and supplier of VEMCO acoustic telemetry fish tags, telemetry receivers, receiver upgrades, and receiver accessories. VEMCO is the sole developer of the support software, VEMCO User Environment (VUE) PC Software, that is needed for initialization, configuration, and data upload from VEMCO receivers. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 12:00 P.M. July 22, 2013 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required transmitters and receivers. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
