RFI Updated 7/11/13 The IC IT Enterprise (IC ITE) (pronounced "eye-sight") is a transformative strategy to further the DNI's vision of intelligence integration by revolutionizing the IC IT operating model. IC ITE moves the IC from an agency-centric IT architecture to a common platform where the Community easily and securely shares technology, information and resources. By managing and providing the Community's IT infrastructure and services as a single enterprise, the IC will not only be more efficient, but will also establish a powerful platform to deliver more innovative and secure technology to desktops at all levels across the intelligence enterprise. These new capabilities, with seamless and secure access to Community-wide information, will positively and deeply change how users communicate, collaborate and perform their mission. The IC DTE is the "Desktop Environment" within the IC ITE DNI strategy which delivers a common suite of desktop applications and access to common services. The IC DTE is managed by the Joint Program Management Office (JPMO) consisting of a joint team assembled by DIA and NGA. The JPMO is charged with delivery and support of this desktop consisting of several basic services. One of these services is providing Unified Communications as a Service to the IC Community, beginning with DIA and NGA users worldwide (Phase 1). The next Phase (Phase 2), the JPMO will deliver an RFP for the vendor community to respond to which will encompass delivery of desktop services to the entire IC. This RFI is specific to the capability of delivering a Unified Communications (UC) pilot in the IC DTE Proof of Concept. The JPMO is investigating an alternate model for delivery of services to the IC which will allow agencies more control in their adoption of the IC DTE. The delivery, known as the "Desktop Services Model" allows agency users to remain in their native agency system domain and reach out to an IC DTE domain to gain access to common services. DIA is seeking assistance with a 6-month implementation of a small (<1000) user Proof of Concept (PoC) pilot of a Unified Communications Suite. This effort will allow DIA to test and evaluate UC features and services suitability for the IC DTE "Desktop Services Model". This effort will also assist future vendors with an alternate implementation from which to use when proposing solutions for the IC DTE Phase 2 RFP. DIA will require training support to better understand installation and general operational requirements of the UC suite. Please see the attached document for the full RFI and all additional information. This RFI does not commit to any contractual agreement, nor is this RFI considered a RFP. The Government will not pay for costs incurred with developing a response to this RFP.
