The visitor center and park are managed by Maricopa County Parks and Recreation. The Lake Pleasant Regional Park Visitor Center is located on a terrace at the western end of New Waddell Dam. It was constructed in 1990 by Reclamation as an overlook where visitors could observe construction of the new dam. Professionally designed exhibits featuring prehistoric and historic objects from Reclamation collections were installed inside including a large park map that showed points of interest using a push-button lighting system. With the completion of New Waddell Dam in 1993, the visitor center has continued to provide an exceptional opportunity for visitors to be introduced to the diverse resources of the Park. In the ensuing years, Park staff has added a wide variety of material to complement and enhance the original exhibits. These include brochures and promotional literature, additional exhibits, found objects, live animals, and growing inventory of snacks, beverages, and gift items for sale. These diverse materials occupy every available space and then some, and offer little in the way of an organized, consistent educational presentation. The trend in visitation has been increasing over the years, and in 2009, the Visitor Center hosted nearly 45,000 guests and netted over $41,000 in snack and souvenir sales. Visitation and sales are expected to continue to increase in coming years. Twenty years later, the Visitor Center is in great need of refurbishment. Project Description: Reclamation has a requirement to evaluate, design, and remodel approximately 2,500 gross square foot visitor center; to refurbish, upgrade and update the centers facilities, interpretive exhibits, and information services. Water is the one common thread that is woven throughout the history of the park and the surrounding area. From the earliest prehistoric hunter/gatherers to the present, water has been the key resource for people living in the area. The Vision is to use "water" as the common theme, to highlight the environmental, cultural, engineering (Old Waddell Dam and the New Waddell Dam), natural history, and recreational features of the area. The Goal is to make the visitor center a true "Discovery Center" and a key visitor destination. To fulfill the Vision and accomplish the Goal, a variety of issues must be addressed: utilities need to be upgraded and alternative "Green" solutions should be considered; exhibit, sales, and media areas must be improved, revised and updated; and the existing structure must be used for the upgrade. Procurement Approach: A design-build, construction project is anticipated with an estimated price range between $500,000 and $1,000,000. This requirement will be a competitive, Total Small Business Set-Aside. The design and construction is expected to last 365 calendar days. There will be no public bid opening as competitive proposals will be evaluated in accordance with FAR Subpart 36.3, Two-Phase Design-Build selection procedures, FAR Part 15, and the evaluation criteria included in the solicitation. The resultant award is expected to be a firm-fixed-price contract. The design-build construction to be procured is classified in the North American Industry Classification System code 236220, Commercial and Institutional Building Construction, with a size standard of $33.5M. The solicitation and any amendments to the solicitation will be available through the Federal Business Opportunities (FBO) (www.fbo.gov) website. The extent of the work will be described in the solicitation when it is posted on or about March 15, 2013, under Solicitation number INR13PS30001. Only up to three of the highest qualified offerors selected after evaluation of the Phase One proposals will be invited to participate in Phase Two of the solicitation. The projected award date is on or about September 20, 2013. All dates in this notice are estimates and are subject to change. No other information will be available before the solicitation is posted. NOTE: The Solicitation will be issued electronically, as will any amendments thereto, in accordance with FAR Subpart 4.5 and 5.102(a)(1); therefore, hard copies will not be provided. There will not be any printed or hard copies of the Solicitation mailed. Additionally, most public libraries have resources available to electronically access and download the Solicitation. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders list. It is therefore, the responsibility of all interested parties to periodically access the above FBO internet address in order to obtain any amendments which may be issued and to ensure that they have the most current information. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of the same. In addition, offerors are required to have a current registration on the Central Contractor Registration (CCR) database to be eligible for contract award.
