- SOW This is a presolicitation/notice of intent to sole source for commercial services prepared in accordance with FAR Parts 12 and 13. It is the intent of the National Institutes of Health (NIH) Office of Behavioral and Social Science Research (OBSSR) to procure professional services on a sole source basis from Population Association America, 8630 Fenton Street, Suite 722, Silver Spring, MD 20910-3812 under the authority of FAR 6.302-1(a)(2) to provide the OBSSR with a PAA Executive Branch Policy Fellow. The North American Industry Classification System Code (NAICS) is 611430- Professional and Management Development Training with a small business size standard of $10.0 million. Background and Objectives OBSSR would like to acquire a PAA Executive Branch Policy Fellow to serve as part of our staff on September 17, 2013 through September 16, 2014. The PAA Executive Branch Policy Fellowships program is designed to provide greater interaction between the population research community and federal research programs and policies. Following a two-week science policy orientation program at American Association for the Advancement of Science (AAAS), Fellows work as resident scholar in a federal agency that sponsors developmental research, providing advice and guidance to programs, and working in partnership with research teams within the federal government. Period of Performance The period of performance is September 17, 2013 through September 16, 2014. Statement of Work The Contractor shall provide the OBSSR with a PAA Executive Branch Policy Fellow to perform the following tasks: •Assist the Director and OBSSR staff in (1) the process of establishing directions for social and behavioral sciences research at the National Institutes of Health and (2) also assist in the scientific planning in a wide range of behavioral and social sciences topics while gaining an understanding of the role of science administrators in the scientific process. •Assist OBSSR staff on projects related to population health research. •Assist OBSSR staff by participating on teams organizing workshops or developing research or training initiatives. •Assist OBSSR staff by participating on trans-NIH committees. •Assist OBSSR in responding to data calls from NIH leadership; to queries from Congress. •Serve on the planning committee for the 2013-2014 BSSR lecture series. •Attend relevant training activities sponsored by the AAAS Science and Technology Policy Fellowship Program. •Assist OBSSR staff by participating on interagency task forces or work groups. •The Fellow will be responsible to perform other duties as assigned to help meet the pressing needs of the office on a day-to-day basis. Sole Source Justification Pursuant to 41 U.S.C. 253(c)(1) as set forth in the Federal Acquisition Regulation (FAR) at 6.302-1, Only One Responsible Source, the Population Association of America (PAA) is the leading scientific, professional organization focused on population science. PAA is the only organization which facilitates the Executive Branch Policy fellowship program offering a fellow in population health research. PAA is the only organization which can provide a PAA Executive Branch Policy Fellow in population science on September 17, 2013 as required by OBSSR. The PAA has identified Dr. Tia Zeno as a candidate who is willing and qualified to perform the tasks identified above. Contractor Qualifications The Population Association of America (PAA) is a nonprofit, scientific, professional organization established to promote the improvement, advancement and progress of the human race through research of problems related to human population. PAA was conceived on December 15th, 1930 at a meeting in the office of Henry Pratt Fairchild at New York University. The PAA was an offshoot of the American National Committee of the International Union for the Scientific Study of Population (IUSSP) which had been formed in 1927 with Raymond Pearl of The Johns Hopkins University as its first President. PAA membership has grown to 3,000 reflecting professional interest in the population field including demographers, sociologists, economists, public health professionals, and other individuals interested in research and education in the population field. PAA publishes Demography, the quarterly journal of the Association, and PAA Affairs, the quarterly on-line newsletter. The association also has a membership directory, an annual spring meeting and a DC based Government and Public Affairs office. Firms interested in responding to this notice must be able to provide the referenced service as specified above. Responses must be in writing and must be received electronically at the Government infrastructure by 12:00 NOON EST on Monday, July 22, 2013.
