- The United States Coast Guard (USCG) intends to issue one (1) delivery order under The Defense Logistics Agency's Basic Ordering Agreement (BOA), SPRPA1-11-G-001Y to Sikorsky Aircraft Corporation, the Original Equipment Manufacturer (OEM), CAGE 78286, for the following flight critical, non-commercial components for the H-60 Aircraft: Nomenclature 120 Gallon External Fuel Tank Qty 14 Each NSN 1560-01-374-6481 Part Number 70307-82000-057 Requested Delivery December 2014 All items shall be delivered to USCG, Aviation Logistics Center (ALC), 1664 Weeksville Rd., Receiving Section, Bldg 63, Elizabeth City, NC 27909-5001. Inspection and acceptance shall be performed by the Defense Contract Management Agency representative at the contractor's facility in accordance with the terms and conditions of the BOA. In addition, Inspection and Acceptance may be performed at destination by ALC's Quality Assurance representative in accordance with ALCINST 4855.4 dated Aug 15, 2008, Policy and Quality Assurance Procedures for the Receipt Inspection of New, Repaired and Overhauled Items from Vendors. The terms and conditions of the BOA are applicable to this requirement. The basis for award of an order against the aforementioned BOA rests with the submission of proof that the offeror is a Naval Supply Weapon Systems Support (NAVSUP WSS) approved source of supply and the determination of fair and reasonable pricing. The applicable North American Industry Classification Standard Code is 336413 and applicable size standard is 1000 employees. Offerors other than the OEM must be NAVSUP WSS approved as a source of supply for these components and must provide proof of such with submission of a proposal. Public Law 108-136, Section 802 of the Defense Appropriations Act of 2004 and Naval Air Systems Command Instruction (NAVAIRINST) 4200.25D specify that Naval Air Systems Command (NAVAIR) has the sole responsibility for source approval for Critical Safety Items (CSI). As the 120 gallon tank has been determined to be CSI, NAVAIR, through the Naval Supply Weapon Systems Support (NAVSUP WSS), exercises this responsibility and has approved only one source of supply; that being Sikorsky Aircraft Corporation (SAC), Stratford, CT.
