- GSA Form 527 RFP GS-00P-13-CZ-D-0006 Solicitation for Fine Arts Researcher Services GS-00P-13-CZ-D-0006 Description NAICS 541191, The General Services Administration (GSA)PBS, Office of Design and Construction Division, located in Washington, DC is seeking fine arts researcher services for it's Fine Arts Program involving the cataloguing and inventory/recovery of artwork throughout GSA nationwide. The Government intends to award one Indefinite Delivery Indefinite Quantity (IDIQ)/ Requirements contract, for the services to include a one-year base period and (4) one-year option periods. Task orders will be awarded on Firm-Fixed Price for the purpose of travel to a designated location. The solicitation is designated for competition amongst WOSB concerns located in the DC metropolitan area only. The selected contractor/researcher shall be required: to inventory federal art assets that are either loaned or allocated, renew and update agreements, research artworks discovered to determine ownership, and work with the OIG to provide background information on artworks to be inventoried from private ownership, and work to identify and placing recovered artworks on loan to museums for the most cost-effective preservation and benefit of the American public. The requirement includes providing complete and accurate information to the Art in Architecture Fine Arts Division so that GSA can respond accurately and expeditiously to inquiries from the general public, congressional delegates, researchers, New Deal era advocacy groups, state and local government, the press and others. The IDIQ contract award shall be 100% total set aside for WOSB concerns. The small business size standard is $7 million or less, based on the annual average gross revenue of a firm which has been in business for 3 or more fiscal years. The selected firm will be evaluated in terms of the evaluation factors required for the performance work statement. Evaluation factors for the selection of the firms are:(1) Experience, (2) Technical Competence (3) Past Performance, and (4) Management Approach. The firms must demonstrate that 51% of the required services will be accomplished with the firms' own employees. A firm fixed-price, indefinite delivery indefinite quantity contract will result from this solicitation, including profit, overhead, and hourly rates for specified discipline and for use in negotiating firm fixed price task orders. Both synopsis and solicitation are being released today, with receipt of proposals due on 12 August 2013.
