- This is a pre-solicitation notice for exclusive use charter services for contractor operated and maintained boat and helicopter, under the direction and control of the Forest Service. The boat and helicopter will be needed to facilitate a forest resource inventory of the Tongass and Chugach National Forests, adjacent State, Private and Federal lands. The requirement consists of the use of one (1) boat capable of providing berthing and meals for up to 12 inventory crew members (additional two (2) crew members on intermittent basis) in a live aboard setting with a platform capable of helicopter landings. The project will also require the exclusive use of a turbine powered helicopter with pop-out floats, capable of carrying five (5) passengers and equipment (1,100 pounds) with one hour and thirty minutes (1 ½ hr) of fuel using the Interagency Helicopter Load Calculation form (OAS 67/FS 5700-17). The project area is coastal Alaska from the southern tip of the Southeast Alaska Panhandle (area around Ketchikan) to Kodiak Island. The boat and helicopter will move as the inventory progresses. The term of the contract will be one (1) year. The contract period of performance will be 1 April 2014 - 30 March 2015. The mandatory period of performance, for the boat, is approximately 2 June 2014 - 8 Aug 2014 and for the helicopter it is 8 June 2014 - 11 Aug 2015. There will be 60 days of use for the boat and 190 hours for helicopter operations guaranteed. It is anticipated that the helicopter and boat may be needed for an additional 7 - 10 days after the 60 days. The contractor shall be able to provide one (1) pilot with the need for a relief pilot to meet the requirement for two (2) days of rest every 14 days. Relief pilots should only be needed every 12 continuous days of work. It is anticipated that the entire solicitation package will be posted on or about 29 July 2013. Proposals are anticipated to be due on 28 Aug 2013. The solicitation will be a total small business set aside. Interested parties should continually monitor this website for any updates or amendments to this solicitation. In order to be eligible for award, it is a requirement that contractors register in the System for Award Management (SAM) database and also be registered under the NAICS code that this solicitation is being issued under. To register in SAM, go to www. sam.gov. Registration in the SAM database must remain current throughout the term of the contract.
