- DRAFT PWS Refurbish BAK-12 AAS System Joint Base Elmendorf-Richardson (JBER), Alaska has a requirement for parts repaired or refurbished for BAK-12 Aircraft Arresting System (AAS)/Mobile Aircraft Arresting System (MAAS). The awarded contract will be a firm fixed price non-commercial contract for one base year with three potential one year option periods. The contractor shall provide all personnel, equipment, manuals, tools, materials, supervision, and other items and services necessary to perform resurfacing or refurbishing and reutilization of BAK-12 brake and clutch carriers, brake keys, and shuttle valves in accordance with the Performance Work Statement and Technical Order 35E8-2-5-3, Overhaul Maintenance, Aircraft Arresting Barrier, Model BAK-12/E32A. Items will be shipped to the contractor with the resurfacing/refurbishing services being performed at the contractor’s facility. Qualification Requirements: Due to the complexity and criticality of the shuttle valve, only companies that have been approved by the Air Force to service this component can be considered an approved source for this item. Companies that have not been approved by the Air Force will be expected to sub-contract the shuttle valve refurbishing to an approved Air Force source. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Request for proposal number FA5000-13-R-0020 will be available for download at the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov on or about 26 July 2013. The applicable North American Industry Classification System (NAICS) code is 336413; small business size standard is 1000 employees. This acquisition will be made under Federal Acquisition Regulation Part 15. Potential offerors are responsible for downloading their own copy of the solicitation package; no paper copies will be furnished. Recommend interested parties register at www.fbo.gov in order to receive notification and/or changes to the solicitation. It is the responsibility of the contractor to check www.fbo.gov frequently for any amendments or changes to the soliciatation. The government is not responsible for any loss of internet connectivity or for an offeror’s inability to access the documents posted at the referenced website. The successful offeror must be registered in the System for Award Management database.
