- NASA/GRC has a requirement for the machining, fabrication, welding and heat treating of NASA's mechanical vibration table. The table must be picked up at the NASA-Glenn Research Center's Lewis Field (GRCLF) location in Cleveland OH and returned to the NASA's Plum Brook Station (GRCPBS) located in Sandusky OH upon completion.The complete statement of work is attached. This Synopsis/Solicitation is to be used in connection with Synopsis/Solicitation number NNC13ZMS007R Draft Statement of Work Mechanical Vibration Facility Table Fabrication. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. A site showing is scheduled for July 22, 2013 at 10:00am EST at the GRCLF location (21000 Brookpark Rd, Cleveland, Oh 44135). Please arrive 30 minutes earlier to get your badges processed. The GRCLF site showing will last approximately two (2) hours. The group will then travel to GRCPBS (6100 Columbus Ave, Sandusky OH 44870), a one (1) hour drive from GRCLF to have a site showing at the GRCPBS. Each Contractor is permitted to have no more than three (3) attendees at the site showing. The names, company name, company location and the citizenship of all attendees must be submitted to William Varis via email: william.j.varis@nasa.gov no later than 2:00pm EST on July 18, 2013. Due to the short turnaround time only US Citizens will permitted on either site as there will not be sufficient time to process a foreign visitor badge. Each company interested in submitting a proposal will be permitted to have no more than 3 calendar days for an in-house inspection to review, analyze, evaluate, measure, etc. the table in its existing condition located in building 50 at GRCLF between the hours of 8:00am and 5:00pm. Each company will be permitted to have up to six (6) company representatives on site to assist in the in-house evaluation. The names of those individuals must be submitted in the same manner as required above for the site showing and must be submitted at least 24 hours (business days) before the inspection date. Upon completion of their in-house evaluation the contractor will have 3 weeks to finalize their proposal and submit it to the government. Each proposal must be submitted to William Varis by 2:00pm EST, 3 weeks from the completion of their in-house evaluation. Electronic submittals are not permitted. Each proposal will be received by the Government and held unopened until all proposals have been received. All proposals will be opened by the Government on the same date then evaluations will begin. The Government anticipates the in-house inspections to begin on July 23, 2013.Please notify William Varis via email as soon as possible if your company is interested in performing the 3-day in-house inspection. The period of performance for this contract shall not exceed seven (7) months from the date of contract award. All email correspondence must begin with NNC13ZMS005R MVF Table in the subject line. Prospective quoters shall notify this office as soon as possible of their intent to submit a quotation. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any).
