SINGLE SOURCE ANNOUNCEMENT: This announcement is for information purposes only, not a NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP). The Federal Aviation Administration (FAA) is not seeking nor accepting unsolicited proposals. The purpose of this public announcement is to inform industry of the FAA ™s intent to increase the ceiling price of contract DTFAWA-07-D-00010 (the Contract) with Tantus-On Point Saves, LLC (the Contract) in the amount of $4.5 million, thereby adjusting the Contract ceiling from 132.4M to 136.9M. Tantus-On Point is an 8(a) firm. The Contract term is currently set to expire on November 30, 2013. However, the FAA will shortly exhaust the available ceiling on the Contract prior to its natural expiration. The FAA is currently in the process of conducting competitions for new contract vehicles to provide long-term support for the services provided under the Contract. The FAA currently anticipates award of these long-term contract vehicles in the Fall of 2013 and the Summer of 2014. The FAA requires this single source ceiling increase in order to provide for the continuance of essential support services and an appropriate transition period while it completes the acquisition of long-term contracts. The Contract provides the support for all of the major financial systems for the FAA including the core financial and procurement systems. The Contract supports the maintenance, enhancement, development, and overall IT support for all FAA major financial systems. The systems supported include, the Cost Accounting System (CAS), DELPHI, PRISM, ARS, LDR and many feeder systems that support payroll, human resources and the FAA ™s fee charging requirements. This system support is critical and must be maintained for the FAA 24/7 and for all timeframes, i.e. eastern, western time zones. Contract No. DTFAWA-07-D-00010 supports critical data for the FAA ™s financial audit such that no disruption of services is allowable with such critical mission sensitive systems. Specifically, the Contract provides support services necessary to ensure that all of the major FAA financial systems are appropriately maintained and processing. Without the support provided by this Contract, the FAA will lose the ability to update its financial system. Additionally, the loss of access to the Contract would significantly impact the FAA ™s ability to pay its obligations as this Contract also provides support for the PRISM procurement system. Finally, this Contract supports the financial reporting for the FAA ™s financial audit. The ability of the FAA to achieve a clean audit rating would significantly diminish without this Contract ™s support. In addition, the Oracle upgrade to version 12 in DELPHI is ongoing and must continue. AIO has also absorbed several new financial systems that required support for maintenance, enhancements, and other modifications. These systems are also critical to the FAA maintaining a clean audit and are part of the OMB mandated financial controls systems. This ceiling increase will help maintain critical financial operations support until the new contract is awarded, provide time for transition between the contractors and provide risk coverage for any delays. The approval of this ceiling increase is critical to the support and operations of the AIO-300 Office of Financial System Solutions. The use of a single source contract ceiling increase is in accordance with Acquisition Management System § 3.2.2.4 and is in the best interests of the FAA considering the following: that the FAA is in the process of obtaining long-term contract vehicles to provide continuing support services for the requirements currently performed under the Contract; this ceiling increase will allow the FAA to provide for continuation of services under the Contract while the FAA completes the process of obtaining long-term contract vehicles; the short period of time remaining until the ceiling of the Contract is exhausted, the effect a gap in services would have; the temporary nature of the continued use of the Contract until the work can be transitioned to replacement contracts; and the redundancies and inefficiencies inherent in trying to obtain a different short-term bridge contract in order to have time to finish obtaining long-term replacement contracts.
