- Construction Project The work is located at Lower Monumental Dam in Franklin County, Washington State and consists of the following: Spillbay No. 8 Concrete Work On the north end side of the Spillbay, remove/demo the existing guard railing (upstream and downstream of gantry crane rail), a section of the concrete traffic barrier wall and the electrical conduit in the area where new concrete is to be placed. For the new concrete area, provide # 5 rebar (vertical) anchor dowels, 12 inches o/c each way and two (horizontal) layers # 5 rebar 12 inches o/c each way, provide 2 inches minimum clear cover. The new concrete lift height is 11 inches. Provide new electrical conduit and electrical wire around the new concrete to reconnect the Removal Spillway Weir (RSW) downstream lighting. Reconnect the removed existing guardrail panel and re-attach to the existing railing downstream of the gantry crane rail. Fabricate new guard railing upstream of the gantry crane rail. Paint the concrete traffic barrier wall safety black/yellow. RSW Work RSW in the deployed (operating) position: Relocate an existing removable guardrail, provide additional removable guardrail and new banded bar grating, anchored over an existing open section. RSW in the stored position: Using underwater divers, at a depth of 50 to 60 feet and 50 feet from the face of the Spillbay No. 8, change out the existing bolted connections (weld stud bolts) to drill through countersunk socket flathead cap screw spacing to match existing holes in 4 inches x 4 inches angles. Hole pattern length runs for approximately 48 feet across the RSW flow lips. Contract award is expected in September 2013. The work is planned to be completed during the October - December 2013 timeframe. The construction magnitude is estimated to be between $250,000 and $500,000. Performance and payment bonds in the amount of 100% of the contract price are required. The North American Industry Classification System (NAICS) code for this work is 237990. This project is 100% unrestricted. Invitation for Bids No. W912EF-13-B-0008 is expected to be posted to the FBO website on or about 29 July 2013. Bids will be due no sooner than 30 calendar days after the solicitation is issued. See solicitation for details about bid opening.
