Brief Description: Source Sought for the National Guard Bureau (NGB) to provide a Privacy Program and Record Management Support Specialist, Records Management Program Support Specialist, Records Management Program Support Analyst, FOIA & Privacy Program & Record Management Specialist, Privacy Lead and Civil Liberties Program Support Specialist to the NGB Office of Information and Privacy within the Office of the Chief Counsel. Place of Performance: The location of the work is at NGB-JA/OIP, 111 S. George Mason Drive, Arlington, VA 22204 (Building 2, Suite T319B) The National Guard Bureau (NGB) Operational Contracting Division, on behalf of the Office of the Chief Counsel (NGB-JA), Office of Information and Privacy (OIP) is conducting market research to determine the availability of certified Small Business Administration 8(a) firms to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide a Records Management Program Support Analyst, Records Management Program Support Specialist, Privacy Program and Record Management Specialist, FOIA and Privacy Program Support Specialist and a Privacy Lead and Civil Liberties Program Support Specialist for general support to the NGB Office of Information and Privacy within the Office of the Chief Counsel. THIS IS NOT A FORMAL SOLICITATION. This sources sought announcement/market survey is for certified Small Business Administration 8(a) firms only. However, NGB does contemplate making a direct 8(a) award before the end of the fiscal year. The purpose of this quote mark Sources Sought/Market Survey quote mark is to gain knowledge of potential qualified sources and to develop additional knowledge of the existing market for the required services. Feedback on individual submissions will not be provided. Capability Packages: Certified Small Business 8(a) firms are encouraged to submit capability packages. Business having the ability to provide the services listed in the attached Draft Performance Work Statement shall provide clear and comprehensive information supporting their experience, expertise, and current company profile to include the number of employees, office location(s), DUNS number CAGE code, small business designation/status claimed and annual revenue. The capability packages for this sources sought/market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the area specified in the PWS. Capability Packages should clearly address the following: A technical understanding of the working requirements of the Performance Work Statement (PWS). The contractor shall have a National Archives and Records Administration Certificate of Federal Records Management Training (See http://www.archives.gov/records-mgmt/training/certification.html for details of obtaining certificate). The contractor shall be capable of providing personnel possessing certification by the International Association of Privacy Professionals as a Certified Information Privacy Professional/Government (CIPP/G). The contractor shall possess and maintain a SECRET facility security clearance and have the capability to provide cleared personnel to support Government requirements. The contractor shall have experience in records management and have the capability to provide personnel that possess a working knowledge of the Federal Records Act, DoD Directive 5015.2, the General Records Schedule published by NARA, Privacy Act, OMB A-130 Circular, and DoD regulations (DoD Directive 5400.11, and DoD 5400.11-R) and at least 2 years of hands on experience working in a Federal Records Management Office and Privacy Office at the policy or headquarters level. Contractor personnel shall also have general knowledge and understanding of the Paperwork Reduction Act of 1995, the Privacy Act of 1974 (5 U.S.C. 552a), the Freedom of Information Act (5 U.S.C. 552), the Department of Defense Information Security Program, the Department of Defense Privacy Impact Assessment requirements for information systems, Presidential Directive M-12-18, Managing Government Records, and the Electronic Government Act of 2002 as they relate to maintenance of federal records. Contractor personnel shall have familiarity with Government records management guidelines to include the General Records Schedule and the requirements to schedule records, Paperwork Reduction Act guidelines, The Department of Air force and Army Privacy Program Instructions, the Department of Defense Information Security Program, and the Department of Defense Privacy Impact Assessment requirements. Key Personnel: Do the key staff members have the analytical, functional and technical knowledge/experience directly related to tasks outlined in the PWS; have sufficient resources on hand and available to begin work on the effort; have or have the ability to obtain a minimum of a secret clearance? Demonstrate technical knowledge, experience, and understanding of Privacy Program and Record Management. Past Performance: Do you have specific past performance and experience with staffing Privacy Program and Record Management Specialist, FOIA and Privacy Program Support Specialist and Privacy Lead and Civil Liberties Program Support Specialist or similar work equivalent to the PWS. A draft PWS is attached for your information. This document is not in final form and is subject to change. In addition, the following questions must be answered and elaborated on as part of the package: (1)Past Performance - Does your firm have the relevant past performance experience within the last three years? (2)Corporate Experience - Does your firm have the work experience similar in nature, scope, complexity, value and difficulty of work in the PWS? Capability packages must not exceed 15 pages (12 point font with on-inch borders, not including pictures, brochures and Market Survey), must be submitted electronically and should clearly indicate whether your firm is able to provide the services listed in the Draft Performance Work Statement.
