- The Veterans Pittsburgh Healthcare System (VAPHS) is seeking professional services from an architect-engineering (AE) firm to update the Strategic Master Facility Plan. Key duties will include: Gather and review relevant data to verify and modify the current strategic plan and recommend spatial improvements; Provide a plan for improving the location of all medical, surgical, long-term care, social and administrative services at each of the two medical center sites (University Drive and Heinz Medical Centers) and 5 Community-Based Outpatient Clinics (CBOC's), 3 Vet Centers, and multiple leased spaces. Evaluate the impact of the current and pending construction projects in the Non-Recurring Maintenance (NRM) and Minor Construction Programs. Provide recommendations and plans for reuse of the decommissioned Highland Drive Medical Center site (168 acres) and cost estimates for each proposed option. Identification of spatial alignment changes to support changes in healthcare and administrative service delivery options at each of the 2 medical centers to enhance delivery of services and reduce gaps identified in the current Strategic Capital Investment Planning (SCIP) for 2015 Provide a 5-year plan of construction planning to include NRM and Minor projects with breakdowns of cost estimates for design and construction. Provide File Transfer Protocol (FTP) system for use throughout the duration of the project. A/E FTP site must be in place within 30 days of award and secure (password protected). Any designs shall be accomplished in accordance with VA guidelines and specifications which for available on the Internet at http://www.cfm.va.gov/TIL/. AE shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and PG-18-9 Space Planning Criteria, and PG-18-12 Design Guides. AE will make site visits as necessary to survey existing conditions. All additional references and specifications are available in VHA's Technical Information Library at address http://www.cfm.va.gov/TIL/. This requisition is 100% set aside for SDVOSB. The NAICS code is 541330 with the small business size standard of $14 million. Interested firms, who are registered as Service-Disabled, Veteran-Owned Small Business (SDVOSB), shall submit three (3) copies of current SF 330 (available online at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF) to the attention of: Jeff Greis, Contracting Officer Room 2A-229, Building 70, 2nd Floor 1010 Delafield Avenue Pittsburgh, PA 15215. The outer envelope must clearly identify the Solicitation Number VA244-13-R-1274 and the project name ('AE Master Space Plan'). Hand-delivered information packages will be accepted in addition to those sent by US Mail or an independent delivery service. In addition to the SF-330's, please include a cover sheet containing the following information: Name and address of company; Number of completed and/or current VA-specific projects; Socio-economic status, TIN, and DUNS for contractor and all proposed consultants; Phone inquiries, faxes, and electronic submissions will not be accepted. The deadline for receipt of SF-330's by the Contracting Officer (CO) is August 12, 2013 at 0900 ET. Selection criteria shall be in accordance with FAR 36.602-1 and VAAR 836.602. Potential vendors are bound by the clauses contained in FAR Part 4.11 and 4.12 (CCR and ORCA registration). Note: CCR is now System for Award Management (SAM) This is not a request for proposals and further information is not available at this time. The Government is under no obligation to award a contract as a result of this announcement.
