- Description
- The Department of Veterans Affairs is seeking potential sources under the proposed NAICS Code 333993 who have the capability to provide Shrink Sleeve Application System inclusive of the salient characteristics below. The shrink sleeve application system to be integrated into our automated packaging system that is designed to label and process commercially packaged pharmaceutical drugs. This automated shrink sleeve application system is needed to group two bottles together while keeping the label on the bottle in a pre-determined orientation prior to shrink sleeving. Bottles are round or square in shape and range in sizes from 30cc to 800cc. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification relative to NACIS 333993. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a RFQ may be issued. Salient Characteristics: "The system must be able to shrink sleeve two bottles together while maintaining a pre-determined orientation throughout the sleeving process. "This system must have the shrink sleeve applicator, heat tunnel system, stainless steel table top conveyor, product collating/grouping assembly and a gravity style discharge table. "Shrink sleeve applicator must have servo driven motors to accurately adjust to products on the fly. "Shrink sleeve applicator must have a multi blade knife assembly for accurate and concise film cutting. "Shrink sleeve applicator must have a programmable logic controller (PLC) that will allow the operator to make precise adjustments to the equipment. "Shrink sleeve applicator must have a full color touch screen to allow for operator adjustments and quality control parameter inspections. "Shrink sleeve applicator must have an Ethernet connection for trouble shooting that will be contacted to a standalone computer. This machine will not be connected to a VA network. "Shrink sleeve applicator must have at least one custom film mandrel to allow for specialized applications. "Shrink sleeve applicator must have print registration. "Shrink sleeve applicator must have a low film alarm to notify operator prior to running out of film during the production run. "Shrink sleeve applicator must have product detecting sensors to notify the machine when it needs to start and stop. "Shrink sleeve applicator must have steel enclosure and stands to allow for cleaning which is required under the current Good Manufacturing Practices (cGMP) which we must comply with under the Code of Federal Regulations 21 parts 210 and 211. "Shrink sleeve applicator must have caster wheels and adjustable feet for mobility and leveling. "Shrink sleeve applicator must have a film tolerance, lay flat= ????mm. "Shrink sleeve applicator must have a cut length of -10/+5mm. "Shrink sleeve applicator must be able to run on 220V, 3ph power. "Shrink sleeve applicator must be able to handle product diameter sizes from 1-10 inches. "Shrink sleeve applicator must have lay flat range of 40-400mm. "Shrink sleeve applicator must have the ability of utilizing tamper evident neck banding, fully body shrink sleeve labeling and shrink sleeve multi-packing. "Shrink sleeve applicator must have static reducer to eliminate film from clinging. " Shrink sleeve applicator must have a modified flat tamp assembly that will ensure sleeve positioning. "Shrink sleeve applicator must have one odd shaped mandrel and once odd shaped knife assembly to accommodate odd bottle sizes. The sizes can be determined after award. "Shrink sleeve applicator must have must have a spare parts kit. "Shrink sleeve applicator must have a heat tunnel system with power up and down head. "Heat tunnel system must have digital air velocity controls and digital temperature controls for accurate adjustments. "Heat tunnel system must have an adjustable heat directing baffle system. "Heat tunnel system must have a stainless steel enclosure and aluminum alloy cantilever stand for proper cleaning. "Heat tunnel system must have caster wheels and leveling feet for mobility and proper leveling. "Heat tunnel system must have a tunnel length of 3 feet to insure proper shrinking. "Stainless steel table top conveyer must have AC drives with VFD digital speed control to allow for proper sealing. "Stainless steel table top conveyer must have a high temperature chain guide. "Stainless steel table top conveyer must have stainless steel chain link and all stainless steel frame. "Stainless steel table top conveyer must have a width of 4.5" and length of 20'. "Product collating/grouping assembly must be designed to maintain bottle orientation, group into twins and must create separation between groups. "Contractor must provide a technician on-site installation and training to include for commissioning the system and calibration. "Contractor must provide Validation Documents Interested Sources should submit product information (no more than 15 pages in length) to Lynn Portman, Contracting Officer, by email at lynn.portman@va.gov, no later than 12pm (noon) EST on Monday, June 7, 2013. Only products meeting the salient characteristics listed above will be considered.
