Senior Law Enforcement Advisor, U.S. Embassy Dushanbe, Tajikistan Issuance Date: 07/12/2013 Closing Date: 08/11/2013 SOLICITATION NUMBER: PSC-13-044-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Dushanbe, Tajikistan 8. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Department of State's Bureau of International Narcotics and Law Enforcement Affairs, Office of Europe and Asia, seeks a Community Policing Advisor to serve as a PSC in U.S. Embassy Dushanbe, Tajikistan. A. BACKGROUND. The Department of State's Bureau for International Narcotics and Law Enforcement Affairs (INL) plays a major role in developing policies and programs to combat international narcotics and crime. The INL Office of Europe and Asia (EA) is responsible for broad law enforcement, rule of law and counternarcotics policies and program management in accordance with U.S. foreign policy objectives throughout Europe and all of Asia, excluding Afghanistan and Pakistan. INL/EA manages programs in 30 countries, including 5 countries in Central Asia. The INL Office in the U.S. Embassy in Tajikistan coordinates and implements law enforcement, border security and criminal justice technical assistance programs in Tajikistan funded by the Department of State in accordance with an agreement between the U.S. and the Government of Tajikistan (GOTI). The Office works closely with Government of Tajikistan agencies to combat terrorism, organized crime, narcotics, corruption, trafficking in persons and to promote justice sector reform and rule of law. B. PURPOSE. The purpose of the personal service contractor will be to serve as the INL Senior Law Enforcement Advisor (SLEA); principle subject matter expert on all Law Enforcement training and capacity development programs and initiatives, to include Law Enforcement Training and Assistance; Embedded Law Enforcement Advisors; National Traffic Police; Trafficking in Persons; Domestic Violence and Juvenile Justice; and Counternarcotics. Coordinate with all U.S. government agencies, international organizations and foreign missions and GOTI entities that coordinate and interact with the Law Enforcement Program throughout the country. Advise the INL Director on developing, planning, and implementing all law enforcement program activities to include policy, training, and inter-ministerial coordination. Serve as the INL's Tajikistan Law Enforcement Program plans and operations officer, responsible for long range planning of law enforcement program activities and ensuring that all INL law enforcement programs at Post are being implemented in a coordinated fashion. Provide oversight to the Law Enforcement Reform and Capacity Building project, the Drug Interdiction Project; the Border Security Project and the Anti-Trafficking in Persons Project. Relationship The Senior Law Enforcement Advisor will report directly to the INL Director with technical guidance given by the Tajikistan Program Analyst for INL/EA. STATEMENT OF WORK 1. Responsible for keeping the INL Director and other U.S. personnel, as appropriate, informed and briefed on all matters relating to INL law enforcement training programs, advisory assistance and training initiatives. 2. Coordinate with INL experts on training initiatives, procurements, contract issues, visas, country clearances, and funding issues. Prepare documents as necessary. 3. Management of bilateral letters of agreement between the GOTI and U.S. government and management of U.S. assistance grants as pertain to the Law Enforcement program. 4. Prepare regular reports for the INL Director of various program requests, cables, Congressional Notifications, and briefings as requested. 5. In consultation with the INL Director, plan, design, and implement and law enforcement program training and technical assistance for law enforcement officials in Tajikistan. 6. Review, make recommendations, and forward for approval to the INL Director all law enforcement program proposals, program training plans and initiatives, and training curricula. 7. Provide advisory and training assistance to the GOTI in order to establish respected law enforcement services that follow established policies, procedures, curricula, programs and systems required to operate modern law enforcement programs. 8. Assist in developing new programs, which are coordinated with the Export Control and Related Border Security (EXBS) Officer and the Office of Defense Cooperation at Post. 9. Serve as the Tajikistan subject matter expert on all matters pertaining to law enforcement reform; to include policy analysis and program guidance on issues such as program progress, budgeting, development of host country capacities and limitations of institutions, minor refurbishment of facilities and training plans. 10. Manage and carry out all necessary logistics to facilitate training programs in support of these programs, including coordination with other INL program advisors. 11. Conduct periodic site visits to project locations to perform on site inspections and assessments of INL projects and programs, and other duties as assigned. 12. Assist with developing and mentoring INL staff responsible for law enforcement and rule of law projects. 13. Provide oversight and assistance with the human rights vetting of host nation law enforcement officers through the correct use and application of the "Leahy" vetting program. C. MINIMUM QUALIFICATIONS • U.S. citizen, able to obtain and maintain a Department of State Top Secret security and medical clearance. • A Bachelor's degree from an accredited institution with ten (10) years demonstrated experience in related field or a minimum of twenty (20) years demonstrated experience in the fields of international development, law enforcement, international relations, and/or public administration. • Ten years (10) years of law enforcement experience, two years of which must have been in a police program management position equivalent to deputy/assistant chief or higher; or at least a GS/14 level in a U.S. Federal law enforcement agency. • Four (4) years experience in senior management roles that include strategic planning, resource management, budgeting, oversight and evaluation and active management of law enforcement operations. • Graduate from a certified state or federal law enforcement-training academy. • Demonstrated experience in managing program resources in an overseas environment, including project analysis, design, implementation, and evaluation. • Demonstrated communications and liaison skills appropriate for work with a wide variety of both governmental, public and private sector representatives. • Superior oral and written English language communication skills. • Proficient in Microsoft Office Suite. • COR: Proven ability to successfully complete the Foreign Service Institute's Contracting Officer's Representative (COR) course within the first 90 days of assignment. D. PREFERRED QUALIFICATIONS • Experienced in the planning, budgeting, and operating of law enforcement assistance programs. • Experienced working and/or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID, etc.), the United Nations and host nation entities. • Knowledge of transnational organized crime and narcotics trafficking issues. • Experience working with law enforcement and criminal justice reform programs. • Working -level Russian and/or Tajik (Dhari/Farsi) language proficiency • Experience working with criminal justice programs. E. EVALUATION CRITERIA Factor 1 Law Enforcement: (30 points) Demonstrated relevant experience in developing, planning, operating law enforcement and narcotics interdiction programs and strategies and ability to coordinate with host nation civilian, law enforcement officials, and members of the donor community. Factor 2 Program Management: (30 points) Knowledge of program management policies, concepts, budgeting practices, and principles in order to analyze and develop recommendations for program implementation and objectives of the U.S. government. Factor 3 Operations/Planning: (20 points) Ability to provide operational and planning guidance to all components of a law enforcement program (police reform, police academy, police investigations, border security and drug interdiction); to include demonstrated ability to liaise with relevant USG agencies, domestic law enforcement agencies, and the international community for the purpose of sharing information and developing complementary policies and programs. Factor 4 Past Performance: (20 points) Past Performance of applicant's ability to perform duties assigned related to the position. The Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F. ETHICS REQUIREMENTS This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quoters must advise the congnizant Contracting Officer if they have personal conflict or interest, such as a financial convlict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors", or otherwise objectively performing their contractual duties upon contract award. "Post-Award Ethical Responsibilities of Personal Services Contractor" - This is a personal services contract as defined in FAR2.101. The contractor shall be subject to the same ethical requirements and responsibilities as a member of the Civil Service or Foreign Service, including but not limited to the Standards of Ethical Conduct for Employees of the Executive Branch, 5CFR part 2635 and employee Responsibiliies Abroad, 3 FAM 4120. The contractor is required to complete and file the appropriate financial disclosure form, either form OGE-450, Confidential Financial Disclosure Report, or form OGE 278, Public Financial Disclosure Report, with the Department of State Ethics Office (L/Ethics) within thirty (30) days of the contract award if the position is one designated for filing.
