DRAFT Statement of Work SYNOPSIS This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. THE NIAID WILL NOT AWARD A CONTRACT OR PAY FOR THE INFORMATION RECEIVED IN RESPONSE TO THIS NOTICE. The purpose of this notice is to obtain information regarding the availability and capability of qualified small business sources to perform the work described below; whether they are a small business; veteran-owned small business; service disabled veteran-owned small business; HUB Zone small business; small disadvantaged business; or woman-owned small business. Respondents must provide their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. BACKGROUND The Office of Cyber Infrastructure and Computational Biology (OCICB) provides leadership and direction on effective strategies, policies, and standards for technology services, support for biomedical research programs, information technology resources, and customer support. These activities are crucial in supporting the expanding technology requirements of the National Institute of Allergy and Infectious Diseases (NIAID). OCICB ensures that as NIAID strategic demands transform, infectious disease threats arise, and research priorities evolve, the necessary technology, infrastructure, and technical expertise is ready. OCICB strives to enhance institute capabilities in clinical informatics and bioinformatics, increase support for international research endeavors, improve management oversight and communications, and provide effective and reliable customer support. In 2014, the NIAID will move approximately 2,200 workers to a new 491,000 square foot building on Fishers lane in Rockville, Maryland under a lease signed by the U.S. General Services Administration. The new facility is slated to be in full service the last quarter of calendar year (CY) 2014. The move into Fishers Lane will be phased and as locations are vacated, the lease for the space will be released. PURPOSE AND OBJECTIVES As part of the relocation project, OCICB will require immediate assistance with providing and installing a complete and operational Audiovisual System(s) for the new facility in Rockville, MD. The operational turnkey system shall be seamlessly integrated to link over 200 room subsystems into one coordinated whole. The purpose of the proposed contract will be to: (1) provide and install complete and operational Audiovisual System(s) as outlined in the attached DRAFT Statement of Work (SOW); (2) provide all wiring, plates, connections, equipment, rigging, all support means and miscellaneous equipment for complete and operational System(s); (3) provide for the coordination, provision, installation, inspection, testing, instruction, and warranties of the Audiovisual System(s); (4) provide all facilities, materials, equipment, transportation, and necessary labor for a complete and operational Audiovisual System(s); (5) ensure all equipment provided by the Contractor is installed per manufacturer's specifications and warranted by the Contractor for a period of one (1) year from the date of written acceptance. The work may also, at the government's discretion, include the exercise of optional maintenance/support to maintain this solution. PROJECT REQUIREMENTS The Contractor shall be responsible for the requirements provided in the attached DRAFT SOW. The Contractor shall be expected to have experience and expertise to carry out a project of this size, scope, and complexity, and must be able to begin work approximately mid-August 2013. The Contractor/Installer's primary business shall be the installation of audio or video systems. The Contractor must have a least one office located within 30 miles of the installation site with certified service, engineering and programming personnel. The Contractor shall be responsible for storing all of the procured AV equipment and related components at an approved location and deliver the items onsite as needed during the installation process. The Contractor shall be an authorized reseller and service facility for all products furnished. ANTICIPATED PERIOD OF PERFORMANCE It is anticipated that one (1) firm-fixed price type of contract will be awarded under FAR Subpart 13.5 - Test Program for Certain Commercial Items. The period of performance will be for one (1) year (Base Period) plus up to four (4) option years, beginning about mid-August, 2013. The requirement will be for the equipment, installation and cabling for the Base Period (Year 1) and maintenance/support option periods (Years 2 through 5). Contract financing will not be considered under this requirement. CAPABILITY STATEMENT/INFORMATION SOUGHT Capability statements submitted as a result of this announcement shall demonstrate the offeror's qualifications, expertise and experience; specifically providing evidence as to the capability to perform this requirement. Capability Statements should clearly convey information regarding the respondent's capabilities, including (1) staff expertise, including their availability, experience, certifications, and formal or other training; (2) current in-house capability and capacity to perform the work; (3) resume for each proposed key personnel which reflect education/certifications, and previous work relevant to the proposed requirement - not to exceed 2 pages in length; (4) a general description of the facilities and other resources needed to perform the work, including secure storage facilities; (5) evidence of office within 30 miles of installation site; (6) financial capability to perform the requirement; and (7) demonstrated ability to carry out the work. Each capability statement should not exceed 10 pages and should include the following Business information: a. DUNS b. Small business type and size (NAICS 334310) c. Company Name d. Company Address e. Company Points of Contact (both technical and administrative), including names, titles, addresses, telephone and fax numbers and Email addresses NIAID recognizes that no single organization or institution may have the expertise and facilities required to perform all of the tasks mentioned in the SOW. Therefore, the Contractor may need to utilize the expertise and resources of subcontractors and specialized consultants to provide the full spectrum of requested activities. However, the Contractor shall be responsible for ALL work performed under this contract, including any work performed by any subcontractors and consultants. The Contractor shall ensure that any and all processes meet international, federal, local and state regulations to ensure the continuity and validity of the resulting product. Responses must be submitted no later than 3:00 PM (E.S.T), July 26, 2013. Capability statements will not be returned and will not be accepted after the due date.
