- THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. THE PURPOSE OF THIS ANNOUNCEMENT IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED CONCERNS DOING WORK UNDER NAICS 238990. ANY POTENTIAL COMPETITIVE SOLICITATION(S) THAT MAY PROCEED FROM THIS NOTICE WILL BE POSTED TO FEDBIZOPPS. ALL INTERESTED OFFERORS WILL HAVE THE OPPORTUNITY TO RESPOND TO A SOLICITATION ANNOUNCEMENT AT A LATER TIME IF AND WHEN A SOLICITATION IS ISSUED. The U.S. Army Corps of Engineers, New York District is issuing this Sources Sought Notice to determine if there is an adequate number of interested and qualified SBA certified 8(a) firms serviced by the SBA New York district office, HUB Zone, Service-Disabled Veteran Owned Small Business or other small business firms that reside or primarily do business in Ulster, Sullivan, Orange, Putnam, Rockland, Westchester, Nassau, and Suffolk Counties and the Boroughs of Bronx, Queens, Richmond, Kings and Manhattan that encompass New York City, New York being part of the geographic area included in the FEMA Major Disaster Declaration No. 4085-DR-NY. Proposals will NOT be accepted from firms that reside or primarily do business in other counties or states and have the capability and bonding capacity for the following effort. The proposed project, Jacob Riis Park Restoration, Brooklyn, NY. The project is to restore the historic concrete parking lot at Jacob Riis Park, fixing all damage attributed to the Sandy debris removal operation. The project includes, but is not limited to: The restoration of the concrete parking lot to include full depth patches and partial depth patches; median; median curbs; striping; and gates. The parking lot is approximately 62 acres in area and the existing concrete is approximately 7 quote mark thick. The replacement concrete will have to match the existing aggregate, cement type (buff or natural cement) and color due to its historical significance. Responses to this sources sought will be used by the Government to make an appropriate procurement decision. If qualified firms do not respond to this Sources Sought Notice the project may be acquired under full and open competition. This project is planned for advertisement in August 2013 with award scheduled in Oct 2013. Contract duration is estimated at approximately 200 calendar days. All work must be complete prior to May 25th 2014. The North American Industry Classification System (NAICS) code is 238990 (All Other Specialty Trade Contractors). quote mark All Other Specialty Trade Contractors quote mark has a size standard of $14 million in average annual receipts. Twenty percent (20%) of the work is to be self-performed. Responses should include the following: (1) 8(a) firms serviced by the SBA New York district office, HUB Zone, Service-Disabled Veteran Owned Small Business or other small business firms that reside or primarily do business in Ulster, Sullivan, Orange, Putnam, Rockland, Westchester, Nassau, and Suffolk Counties and the Boroughs of Bronx, Queens, Richmond, Kings and Manhattan that encompass New York City, New York being part of the geographic area included in the FEMA Major Disaster Declaration No. 4085-DR-NY. (2) A CAGE Code and DUNS Number. (3) Indication of relevant past experience through the description of a minimum of three (3) but no more than five (5) projects within the last seven (7) years similar in scope, size, complexity & magnitude to the proposed project. At least one (1) project must demonstrate experience working on the repair of historically significant concrete with SHPO reviews. The definition of relevant is provided below: 1.Completed Projects are defined as the date the facility was turned over to, or occupied by the owner. 2.Experience is defined as recent and relevant Design-Build and/or Design-Bid-Build Construction Experience. 3.Scope is defined as the repair of a concrete parking. 4.Complexity is defined as the management and coordination of multi-disciplined construction teams to complete projects that includes reinforced concrete parking lot construction similar to this project. 5.Magnitude is defined as the repair of a parking lot with a contract value of at least $2.5M. (4) The interested contractor must indicate their capability of obtaining performance and payment bonds for a project in the dollar amount listed above. (5) The interested contractor shall provide a statement verifying that 20% of the work will be self performed including a description of the work that may be self performed. Additionally, a complete list of all permanent employees, name, title, and a brief description of their function (roles and responsibilities) shall be provided.
