- This is a SOURCES SOUGHT NOTICE to determine the availability and capability of potential small businesses (e.g., 8(a), service-disabled veteran-owned small business, HUBZONE small business, small disadvantaged business, veteran-owned small business, and women-owned small business) in accordance with FAR 7.102(s)1. The potential small business will need to demonstrate the ability to (1) provide a summary of proceedings from the American Dental Hygienists Association (ADHA) annual conference and (2) develop a white paper (based on proceedings from the ADHA conference) on the future of the dental hygiene practice and how it will contribute to the expansion of oral health services to underserved populations, including mothers and children. BACKGROUND: The Department of Health and Human Services, Health Resources and Services Administration (HRSA) is the primary Federal agency tasked with improving access to health care services for underserved, uninsured, isolated and medically vulnerable. HRSA's mission is to improve health and achieve health equity through access to quality services, a skilled health workforce, and innovative programs. In alignment with HRSA's strategic plan goal to expand oral health services and integrate into primary care settings, HRSA has made exploring ways to increase access to oral health care, increasing awareness of the connection between oral health and overall health, promoting prevention, and improving oral health literacy to health providers a priority. The Nation faces a severe shortage of dental providers to care for underserved people. Given the important role of dental hygienists in improving the public's access to oral health, it is imperative that the current dental hygiene curriculum be examined for recommendations and revisions necessary to sustain and promote the future growth of the dental hygiene profession. DESCRIPTION OF WORK: The NAICS code is 541611. The contract will include the following requirements: 1.Develop the summary of proceedings from the September 18-20, 2013 ADHA annual conference. 2.Develop a white paper based on the proceedings of the September 18-20th ADHA Conference as well as organizational expertise in the field of dental hygiene. CONTRACTOR REQUIREMENTS: The contractor must have the ability to summarize the proceedings of the ADHA annual conference. The contractor must respond in detail to ALL of the following points by demonstrating your experience and ability to provide: •Describe the future needs of the dental hygiene practice •Outline strategies that will contribute to the expansion of oral health services to underserved populations, including mothers and children; and •Identify the future standards of education and practice by examining the current dental hygiene curriculum and offering recommendations on potential revisions and enhancements to the curriculum to prepare dental hygienists for future practice. The contractor shall deliver: A)Draft summary of proceedings from September 18-20th conference (1 electronic copy) B)Final summary of proceedings from September 18-20th conference (1 hard copy/1 electronic copy) C)Draft #1 white paper for HRSA Contracting Officer review (1 electronic copy) D)Draft #2 white paper for HRSA Contracting Officer review (1 electronic copy) E)Final white paper (for HRSA Office of Communication review) (1 hard copy/1 electronic copy) F)Final publication ready for white paper (1 hard copy/1 electronic copy) Interested parties that have capabilities necessary to perform the stated requirements may submit capability statements to Ralph M. Vallone at rvallone@hrsa.gov. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINE ABOVE. Please address each in the order listed above. TEAMING ARRANGEMENTS: All teaming arrangements shall include the above-cited information and certifications for each entity on the proposed team. Teaming arrangements are encouraged. Responses must be submitted no later than July 26, 2013, 4:00 PM EST. Capability statements will not be returned and will NOT be accepted after the due date. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates HRSA to award a contract. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. Please provide the following Business Information: 1. DUNS Number 2. If the responder has an approved accounting system, please provide the certification in which the accounting system was deemed adequate (e.g. the name of the audit agency and audit number). You may submit as an attachment. All capability statements can be submitted via e-mail, facsimile, or regular mail to the point of contact listed below. Responses shall be limited to 5 pages.
