Description
Amendment 2 clarifies the number of treatment acres at 2838. The Gila National Forest, Silver City, New Mexico, is soliciting supplies and services for rotor wing aerial mulch application of certified weed free straw to burned areas in the Black Range Mountains northeast of Silver City, New Mexico. The treatment areas total 2,838 acres that were burned from a moderate to severe degree as a result of the Silver Fire, which burned approximately 135,000 acres of timberland beginning early in June of 2013. The ensuing end- product contract requires the contractor to acquire and deliver all straw quantities to the base of operations and aerially apply the mixture at the desired coverage rate of 1 ton per acre and a desired uniform depth of 1 inch. The objective of the straw mulching application, in conjunction with an immediately preceding aerial seeding application, is to provide a secure growing medium for the seed mixture of non-persistent barley and native seeds. Quotes are to be submitted to Coronado National Forest, Room 5F, 300 W. Congress, Tucson, AZ 85701 or faxed to (520) 388-8312 or emailed to mhostetler@fs.fed.us by 1230 pm MST July 17, 2013. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in [FAR] 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-68 effective June 26, 2013. 5. This acquisition is set-aside 100% for small business. The North American Industry Classification (NAICS) code is 115310 and the size standard is $7.0 million. 6. Price range for this work is between $1.0 million to $2 million. 7. Desired start work date for these services is immediately upon award or on or before July 19, 2013. 8. Quotes must include a completed copy of [FAR] 52.212-3 Offeror Representations and Certifications, Commercial Items. 9. To receive an award, the Offeror must have an active registered user account in the System for Award Management (SAM). 10. Price quotes are for the following service and supply: CLIN 01, Supply and delivery of approximately 2838 tons of certified weed free straw to be aerially applied to 2880 acres at a coverage rate of 1 ton per acre at a desired uniform depth of 1 inch. 11. [FAR] 52.212-2 Evaluation, Commercial Items is applicable, and the following factors in equal order of importance will be used to evaluate quotes: Availability, Past Performance & Organizational Experience, Equipment/Apparatus, and Work Plan. These factors when combined are significantly more important than price. To be considered for award, Offerors must submit documentation that adequately addresses the evaluation criteria. 12. The offer/quotation that is most advantageous to the Government, based on the factors contained in the solicitation, will be selected for award. 14. The Government reserves the right to decrease or increase quantities in accordance with pricing and availability of funds. A single award is contemplated, but multiple awards will be considered if in the best interests of the Government.
