Combined Synopsis/Solicitation (IAW FAR 12.603) Solicitation Number: N62473-13-Q-4621 This is a combined synopsis/solicitation for a commercial product prepared in accordance with the format in Federal Acquisition Regulation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a request for Quote (RFQ) and the solicitation number N62473-13-Q-4621. This acquisition is 100 percent set aside for small businesses. The associated North American Industry Classification Systems (NAICS) Code is 541690 “ Other Scientific and Technical Services, with a size standard of $14.0 million. The Department of the Navy has a requirement for monitoring report for the Coso Hot Springs Mountain Program at Naval Facility Engineering Command (NAVFAC) Southwest (SW), Naval Air Weapons Stations (NAWS), China Lake. The contractor shall prepare a report that summarizes the status of selected physical and chemical parameters from the Coso Hot Springs area on Naval Air Weapons Stations (NAWS), China Lake. Data for which shall be provided to the Government. The proposed period of performance is one year from date of award. The Government intends to issue a firm fixed price contract to the responsible offeror whose total offer conforms to the solicitation and will be most advantageous to the government, price and factors considered. The follow factor shall be used to evaluate the offers “ 1) Experience and 2) Key Personnel. Interested sources are invited to respond to this Source Sought Synopsis by reviewing Attachment A “ Evaluation Factors, completing Attachment B “ Experience and Past Performance Project Data Sheet and Attachment C “ Price Schedule. Responses to this Sources Sought Synopsis are due no later than (Monday, 29 July 2013, 2:00 p.m., Pacific Daylight Time. The responses shall be submitted electronically via e-mail to Jean Peterson, Contract Specialist, at Jean.Peterson@navy.mil. Response received after the deadline or without the required information shall not be considered.
