Description
The USDA Forest Service Rocky Mountain Research Station intends to negotiate on a Sole Source basis under the authority 6.302-1--Only one responsible source and no other supplies or services will satisfy agency requirements-- with Alturas Solutions, LLC, 750 Tox Drive, Missoula, MT 59804 for the Ops and Maintenance support of FlamMap5. THIS NOTICE IS A NOTICE OF INTENET TO NEGOTIATE A SOLE SOURCE ACQUISITION. Performance Work Statement (PWS) for Operations and Maintenance of the FlamMap5 Fire Behavior Modeling Application Performance Period: Base Year - August 1, 2013 to July 31, 2014 Option Year 1 - August 1, 2014 to July 31, 2015 Option Year 2 - August 1, 2015 to July 31, 2016 1.0 Background: The USDA Forest Service's, Fire & Aviation Management has partnered with researchers at the Missoula Fire Sciences Laboratory for the past 10 years to develop and support science applications of fundamental research. This partnership has resulted in Nationally supported Applications that support various fire management activities, such as FlamMap5. The Missoula Fire Sciences Laboratory has a Service Level Agreement (SLA's) for technical support of the FlamMap5 Application. One of the SLA requirements is to provide operations and maintenance (O&M) support. Listed below are the programs requiring O&M support and links to more information about them. • FlamMap5 is a PC-based fire behavior mapping and analysis program that computes potential fire behavior characteristics over a geospatial landscape under constant weather and fuel moisture conditions. The FlamMap5 software creates raster maps of potential fire behavior characteristics (for example, spread rate, flame length, crown fire activity) and environmental conditions (dead fuel moistures, mid-flame wind speeds, and solar irradiance) which can then be viewed in FlamMap5 or exported for use in a GIS, image, or word processor. It is a flexible system that produces geospatial output and can be used for a multitude of fire management applications. FlamMap5 is the successor to the FlamMap fire behavior prediction and fuel modeling system. It is called the FlamMap5 to reflect its expanded scope. http://www.firemodels.org/index.php/national-systems/flammap FlamMap5 is widely used by the U.S. Forest Service, National Park Service, and other federal and state land management agencies in support of fire management activities. Its outputs are used to assist in making fire and land management decisions throughout the country. This contract is for the Base Year plus Option Year 1 and Option Year 2. The tasks for Option Year 1 and Option Year 2 are the same for the Base Year - a continuation of the work. Option Year 1 and Option Year 2 will be funded with FY14 and FY15 funding. 1.0 Tasks: This Statement of Work defines the Forest Service's requirements, both general and specific, for contractor technical support services for the FlamMap5 application. Because of the steady state nature of the application, it is estimated that no more than 3-5 days per month of programming and quality assurance efforts will be required over the period of performance. The contactor shall provide subject matter experts with requisite knowledge, skills and experience to perform the tasks identified under Requirements. The scope of this task includes the following activities: • Output files of all fire behavior outputs in a combined GoogleEarth KML, • Incorporation of new WindNinja libraries into FlamMap5, • Making minor enhancements, • Performing corrective maintenance, • Certification (quality assurance) of updated application performance/integrity, • Providing updated version releases to keep the application functional and accurate. • Providing updated program documentation to keep user support materials functional and accurate. The Forest Service expects other new requirements may be identified to improve application functionality during the performance of this work. Ensure the FlamMap5 application remains functional and meets the needs of the users to access, enter and update data, and run requisite simulations. Maintenance will include "emergency fixes" as well as scheduled updates. 2.0 Performance Requirements Perf Stand # Required Services Performance Standards Acceptable Quality Level (AQL) Monitoring Method PS-1 Contractor staff successfully execute PWS services Contractor personnel have: • Intimate knowledge of the FlamMap5 geospatial fire modeling system, geographic information system toolkits (GDAL), and spatial map displays. • Expertise using libraries and code to develop computer models that are used by wildland fire managers. • Expert knowledge of C++, Python, and cross-platform software development tools. • Knowledge of function of spatial data required for fire behavior modeling. No deviation. COR/Designee review of resume(s) and random observations of personnel abilities. PS-2 Documentation of processes as required in the tasks Documentation is thorough, clear, accurate and free of errors, and completed on-time. No deviation. COR/Designee review of documentation. PS-3 Development and integration of modules and software Final products are completed on-time and are ready for integration without rework. No deviation 100% COR/Designee review/inspection. Contract Incentives/Disincentives Disincentives: 1. If performance does not meet the required performance standards, more frequent reporting is required, as directed by the COR, without the Contractor billing additional hourly costs to the Government. 2. Rework required for unsatisfactory performance or deliverables (including typos, coding errors, etc) shall be done at no expense to the Government. 4.0 Deliverables Deliverable Due Date Monthly Status Report Within five business days of the last day of the preceding month Continued maintenance and addressing software issues as they arise. Twelve Months After Task Order Award (ATOA) Fire Behavior Outputs in KML format. Four Months ATOA Incorporation of new WindNinja Libraries. Ten Months ATOA A maximum of three (3) releases (maintenance or emergency) per year After Task Order Award (ATOA) The COR/designee will have fifteen (15) workdays to review draft deliverables and make comments. The Contractor will have five (5) workdays to make corrections. Upon receipt of the final deliverables, the COR/designee will have five (5) workdays for final review prior to acceptance or providing documented reasons for non-acceptance. Should the Government fail to complete the review within the review period the deliverable will become acceptable by default. The COR/designee will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor's accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the COR/designee of the specific reasons for rejection. The Contractor shall have five (5) workdays to correct the rejected deliverable and return it per delivery instructions. Programming may be done at the contractor's place of business. Quality assurance work may be performed at the contractor's place of business or at the Forest Service Fire Sciences Lab 5.2 Forest Service shall provide contractor identification cards and keys as necessary for access to government offices, research facilities and field study sites -if required by the assigned tasks. 5.3 The Forest Service shall provide all field and analytical equipment, necessary computer code, information on fire spread models and technical guidance and expertise. as required by the assigned tasks. 5.4 IT Training Requirements: Contractor is required to successfully complete the USDA Computer Security Awareness Training and the USDA Privacy Basics training. The Forest Service will provide any access to training course(s) requirements such as the use of Government computer-Security Training and any other Safety or Security requirements required for the use of Government Property, Services, and Equipment prior to use. 6.0 Dependency Factors: All existing code will be provided by the individual scientists and staff of the FiSL. 7.0 Period of Performance Anticipated Start Work Date for Base Year: August 1, 2013 Anticipated Start Work Date for Option Year 1: August 1, 2014 Anticipated Start Work Date for Option Year 2: August 1, 2015. The contractor will be allowed flexibility to provide services between the hours of 0700 and 1900, Monday - Friday except recognized Federal holidays (see list below) or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this statement of work when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential. Recognized Holidays: New Year's Day Labor Day Martin Luther King Jr.'s Birthday Columbus Day President's Day Veteran's Day Memorial Day Thanksgiving Day Independence Day Christmas Day 8.0 Place of Performance and Travel: 8.1 Onsite work at the Missoula Fire Sciences Laboratory is not required. Programming is to be done at the contractor's place of business. Quality assurance work may be performed at the contractor's place of business or at the Forest Service Fire Sciences Lab located at 5775 Hwy 10 W. Missoula, MT. Because of the steady state nature of FlamMap5, it is estimated that no more than 3-5 days per month will be required. No overtime is anticipated for this work. 8.2 Travel is not expected for this task. In the event that travel is needed, the Contracting Officer must approve such travel prior to booking and commencement of travel. The Contractor shall be reimbursed for actual allowable and reasonable travel costs incurred during performance of this effort in accordance with the Federal Travel Regulation. 8.3 Work requested under this task order is not intended to improperly supplement the Forest Service staff and not intended to be used as a "personal services." Further, the unit will assure that a "personal services" relationship will not be allowed to develop between using agency officials and contractor employees during the performance of any work under this task order. (Reference FAR section 37.104 regarding prohibited "personal services.")
