- Description
- The National Marine Fisheries intends to award a sole source purchase order the Pennsylvania State University. Dr. Baums has developed (A.cervicornis; Baums et al 2009), implemented (Montastraea annularis complex; Foster et al 2007) or has under development (Dendrogyra cylindrus) analyses of validated microsatellite genetic markers shown to discern distinct genotypes in coral species targeted in this study with high confidence. Baums is currently being funded by the State of Florida to develop novel microsatellite markers for Dendrogyra cylindrus (K Semon-Lunz, Florida Fish and Wildlife Inst, pers comm) and this emerging tool would allow examination of similar parentage studies in this additional high priority species (currently proposed for ESA endangered listing) in FY14. In addition, Dr. Baums has published results from similar parentage studies using ‘batch crosses' requiring the genotyping of minute individual larvae (Baums et al 2013) upon which the current project is based. Dr. Baums is the only known researcher that has published results of these similar parentage experiments requiring genotyping of minute individual larvae, and has published experience genotyping all three potential coral species targeted in this project (Acropora cervicornis, A. palmata, Montastraea faveolata/annularis). Hence Baums is the only known person to complete the required range of work efficiently and accurately. The proposed contract action is for services a base year and one (1) option year for which the Government intends to solicit and negotiate with only one known source, the Pennsylvania State University. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This is not a request for competitive proposals. However, all proposals received within ten (10) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications, and any additional supporting literature that demonstrates the contractors ability. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above. Vendor must provide a DUNS number (http://www.dnb.com/us/ ) and register with the Systems for Award Management (http://www.sam.gov/ ).
