Description
RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Written quotes are being requested. A hardcopy written RFQ will not be issued. The National Marine Mammal Laboratory (NMML) located in Seattle, WA has a requirement for following items: a. Wildlife Computers Brand AM-S303A, SPOT5-303A, quantity of 6 each, implant SS triangle stop b. Wildlife Computers Brand AM-S193H, SPOT5-193H, quantity of 6 each, implant SS triangle stop c. Wildlife Computers Brand AZ-USB Blue-001 Communication USB cable 1 each NMML needs to acquire 12 custom-modified satellite tags for deployment on whales. Two models are required, six units of Mold 193H or equivalent and six units of Mold 303A. The former corresponds with a satellite transmitter without anchoring systems which will be used with existing anchors NMML currently has and the latter corresponds to a transmitter with integrated anchor and transmitter. These tags must be compatible with existing tag deployment devices currently used by NMML, including appropriate connection with tag carrier and tag delivery systems. Management of marine mammal populations falls within the jurisdiction of the National Marine Fisheries Service (NMFS) under the Marine Mammal Protection Act (MMPA) of 1972 and, for some species, under the Endangered Species Act (ESA) of 1973. The agency is mandated to conserve the endangered species under its jurisdiction, and must undertake actions to prevent further decline of populations, facilitate their recovery, and safeguard the quality of their habitat. In the northwestern U.S. and Alaska, the Alaska Fisheries Science Center (AFSC) is partly responsible for overseeing and partially funding research on marine mammals, notably those populations listed as Strategic Stocks. In 2012, the National Marine Mammal Laboratory (NMML)/AFSC initiated a research project (The Arctic Whale Ecology Study, ARCWEST) in the northern Bering, Chukchi and western Beaufort Seas with the objective of collecting baseline data on the occurrence, distribution and habitat use of large whales in an area that is subject to rapid change and human industrial development. One of the methods used in this research to assess movements and space use patterns of whales is satellite telemetry, which include remotely deploying satellite transmitters on animals. The scope of this contract is to purchase the appropriate satellite tags for large whale research during ARCWEST. This procurement is 100% set aside for small business concerns under the North American Industry Classification System Code (NAICS) 334220 with a small business size standard of 750 employees. The government intends to issue a firm fixed price order with delivery date of no later than Aug 30, 2013. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. All quotations must be FOB destination, Seattle, WA 98115 and must be submitted by email to the Purchasing Agent, Maria L. Mendoza at Maria.l.mendoza@noaa.gov by 4:00PM local Seattle time (PST), on Tuesday, July 30, 2013. This is a simplified acquisition. Questions of any nature must be addressed in writing as TELEPHONE INQUIRIES WILL NOT BE HONORED. This notice is hereby issued as RFQ No.AB133F13RQ03915. The following provisions and clauses shall apply to this RFQ and resultant award.
