Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The proposed procurement is for 66mm Vehicle Launched Infrared (IR) Smoke Grenades in accordance with Specification OES-PRF-0122, Quality Assurance Provisions (QAP), Supplementary Quality Assurance Provisions (SQAP), Technical Data Package, Automated Data List (ADL), and Contract Data Requirements List (CDRLs DD1423). These Grenades will be used to provide visible and IR smoke screen to protect combat vehicles from observation and subsequent targeting by laser illuminators, targeting devices and rangefinders. Solicitation will be issued for an anticipated Indefinite Delivery/Indefinite Quantity (IDIQ) contract that will cover a five year ordering period. The Government intends to award a Firm-Fixed Priced (FFP) five year IDIQ contract with a minimum contract amount of 300 units and a maximum contract amount of $9,900,000.00. Delivery terms are as follows: First Article Production Delivery is 180 days after effective date of order with Lot Production units due 90 days thereafter. F.O.B is at destination. Preliminary Inspection will be at source by Government representative with Final Acceptance at Destination. This is a full and open competition acquisition and all responsible sources may submit an offer that will be considered. The final contract award decision may be based upon a combination of technical, past performance, and price evaluation factors, including product samples as described in the solicitation. This acquisition is being procured under North American Industry Classification System code (NAICS) 332993 - Ammunition (except small arms) Manufacturing. The Government intends to make a single award to the responsible contractor whose offer is the best value to the Government in accordance with the advertised evaluation criteria. Offers that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. The items being purchased will be manufactured and packaged in accordance with a technical data package (TDP) including Specification OES-PRF-0122, Statement of Work (SOW), QAP-JXRT-01, SQAP-JXRT-01, Automated Data List (ADL), and associated drawings. The TDP will be posted to FedBizOpps at the same time the solicitation is posted. Contractors submitting proposals to the solicitation must be properly registered in the Government(s) Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in accordance with FAR 4.11 in order to receive the solicitation attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOpps and NECO websites. It is the responsibility of interested vendors to monitor the FedBizOpps and/or NECO websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. This will be a non-commercial acquisition in accordance with FAR Part 15. The solicitation will be available on or about 08/06/2013 at the following address: www.fbo.gov.
