Description
This is a Sources Sought and Request for Information (RFI) only. This is not a solicitation announcement, nor is it a Request for Proposal (RFP). This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Response to this notice is strictly voluntary and will not affect any vendor's ability to submit a proposal if and when a solicitation is issued. The U.S. Army Corps of Engineers (USACE), Pittsburgh District is conducting preliminary market research to determine the interest, capabilities and qualifications of Service Disabled Veteran Owned Small Businesses (SDVOSB) to provide a Leadership Development Training Program at USACE, Pittsburgh District, 1000 Liberty Avenue, Pittsburgh, PA 15222, Allegheny County. The proposed NAICS for the proposed acquisition is 611430 - Professional and Management Development Training. Small Business Size Standard for this acquisition is $10 Million. Scope of the Proposed Acquisition: The Leadership Development Program (LDP) has an objective to develop quote mark leaders at all levels quote mark who accomplish the mission, meet challenges and create a learning organization that enables us to continuously adapt and adjust the USACE strategic direction to sustain and improve our relevance to the Army and the nation. The core competencies we are building include: leading change, leading people, results driven, business acumen, building coalitions, building teams and enterprise-wide perspectives. In order to effectively engage the participating students and appeal to their diverse perspectives, various teaching techniques and styles are expected to be used such as but not limited to: interactive group exercises, modern and proven facilitating techniques, lecture, open discussion etc. The mandatory elements to incorporate in the curriculum: Training modules on leadership and team building, interpersonal skills, conflict management, effective communication; public speaking; individual/personality/leadership assessment tools such as Strengths Finder, 360 Assessments, Myers Briggs, DISC; monthly after action reviews; reading and discussion of select leadership books; and a class team project which incorporates the principles of project management. Interested and capable SDVOSB are requested to provide complete responses to the information below to Michelle Anderson, Contracting Officer, no later than July 22, 2012 by email at: michelle.l.anderson@usace.army.mil. All interested vendors must be registered in System for Award Management (SAM) to be eligible for award of Government Contracts. Registering in SAM is free by going to https://www.sam.gov/portal/public/SAM/. Sources must provide the following information: (1) Offerors name, address, point of contact, phone number and email address. (2) Offerors interest in bidding on the solicitation when it is issued. (3) Offerors cage code (4) Details of the SDVOSB's experience and/or capability in providing leadership development program services similar to those described in this notice (comparable work performed within the past 5 years, brief description of the project and customer name.)
