Description
Draft SOW MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION The U.S. Food and Drug Administration (FDA), is conducting market research to support the Center for Biologics Evaluation and Research (CBER) requirement for Project Management Support Services. This is a Sources Sought Notice to determine the availability and capability of potential businesses (including Small Businesses, HUBZone firms, Certified 8(a), Small Disadvantaged Businesses, Veteran and Service-Disabled Veteran-Owned Small Businesses and Women-Owned Small Businesses). This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotation, or an indication the Government will contract for the items contained herein. This notice is not to be construed to be a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. Any responses received will not be considered to be a proposal. Other than small business concerns are also encouraged to submit capability statements. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for this effort: The associated North American Industry Classification System (NAICS) Code is-541611- Administrative Management and General Management Consulting Services; Small Business Size Standard is $14.0 million. Background The U.S. Food and Drug Administration's (FDA) Center for Biologics Evaluation and Research (CBER) regulates biological products for human use under applicable federal laws, including the Public Health Service Act and the Federal Food, Drug and Cosmetic Act. CBER protects and advances the public health by ensuring that biological products are safe, effective and available to those who need them. CBER also provides the public with information to promote the safe and appropriate use of biological products. Project Objective The FDA/CBER requires Project Manage Support Services to provide support to CBER Project Managers, task leads and management staff. Project Scope The potential contract will include a range of activities including:. Business requirements gathering and documentation. Maintaining project schedules. Maintaining project artifacts and documentation. Facilitating project meetings and preparing meeting materials and minutes. Project planning activities. Budget development and tracking. Preparing reports and presentations to aid in management briefings. Documenting, developing or adjusting Standard Operating Procedures to ensure consistency across CBER Offices Please see attached draft statement of work. Period of Performance would be one (1) year with two (2) option years; Office space will be provided by CBER at 11400 Rockville Pike, Rockville, MD 20852 until January 1, 2014. After that date CBER's offices will be moving to 10903 New Hampshire Avenue, Silver Spring, MD and equipment and office space may not be available for contractor use. Respondents shall furnish sufficient technical information necessary for the Government to conclusively determine that the respondent and their technical staff is qualified and capable to perform the required services and otherwise able to meet all the performance requirements herein. Parties submitting capability statements shall be advised that generic capability statements are not sufficient for effective for evaluation of respondents' capacity and capability of providing the required services. At a minimum, responses shall include the following: • Business name, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address (Provide this same information if responding to provide a product manufactured by another firm); • Capability to perform the required services which demonstrates the technical approach and understanding to meet the Government's requirement. The response should include who, what, when and how the requirement will be accomplished. Such documentation should include technical information necessary for the Government to conclusively determine that the respondent and their technical/engineering staff is qualified and capable to perform the required services and otherwise able to meet all the performance requirements herein. • Comments regarding the draft SOW to aid the Government in finalizing the requirement. The Government is looking to provide a well-defined SOW with clear and measurement tasks. • Three (3) years of past performance information for the sale of same or substantially similar services to include period of performance, description, dollar value, client name, client address, client point of contact name, client point of contact mailing address (if different from that provided for client), client point of contact phone number, and client point of contact email address. • If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement. • If a large business, identify subcontracting opportunities that would exist for small business concerns; and • Though this is not a request for quote, informational pricing is encouraged. The government is not responsible for locating or securing any information, not identified in the response. The Government encourages any comments and/or suggestions from any interested party, regarding the specifications. While the Government will not respond directly to your comments and/or suggestions; we will consider them as we finalize the specifications in preparation for the forthcoming solicitation. Interested Parties must respond with capability statements which are due in person, by postal mail or email to the point of contact listed below on or before July 31, 2013 by 13:00 hours (Central Time in Jefferson, Arkansas) at the Food and Drug Administration, OO/OFBA/OAGS/DAP, Attn: Nick Sartain, 3900 NCTR Road, HFT-320, Jefferson, AR 72079-9502 or email nick.sartain@fda.hhs.gov. Notice of Intent Responses to this sources sought announcement will assist the Government in determining whether or not any future requirement similar to this one should be set aside for small business, made available to full and open competition or procure through sole-source acquisition procedures. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in FedBizOpps. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
