Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), intends to negotiate a purchase order to University of Cincinnati College of Nursing, 222 Piedmont Ave, Ste. 1200, Cincinnati, OH 45219 that is supported by a Sole Source Justification and Approval. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), has a requirement for Workplace Violence and Bullying Training for Nursing Students. Draft Scope of Work C1. Background and Need- Nurses are at increased risk for all types of workplace violence. The prevalence of workplace bullying in nursing is pervasive, and estimates range from 30% to well over 50% of nurses reporting that they have been bullied or witnessed others being bullied at work. Nurses who are young or new to their careers are typically singled out as targets for harassment and bullying by more advanced nurses or nurse managers due to their lower status in the organization and their relative inexperience. Some studies have found that up to 57% of nursing students report experiencing or witnessing nurse-on-nurse bullying at least once during their training, with some reporting multiple incidents. It is clear from existing research that horizontal bullying begins quite early during clinical training, and that it is detrimental to the health and well-being not only of those who are victimized but also other nurses who witness such exchanges, resulting in a host of physical and psychosomatic complaints, as well as anxiety, low self-esteem, sleep disorders, symptoms of depression, and in some cases post-traumatic stress-like reactions. Both globally and in the U.S. this has resulted in a large percentage of registered nurses leaving the field much sooner than anticipated or choosing not to practice their vocation at all. This has contributed to the severe worldwide shortage of qualified nurses, a trend projected to continue increasing over the next decade. Lateral violence has only recently been widely publicized in the nursing literature as a serious concern, especially in terms of short-term and longer-range retention of nurses. Consequently, researchers have not yet moved into developing training for this issue, and nursing students currently receive little, if any, training on recognizing all types of workplace violence including workplace bullying and harassment, nor on communicating about or dealing with these types of harmful work behaviors. C2. Project Objective- The objective of this project is to deliver and evaluate workplace violence and bullying training for undergraduate and graduate nursing students. C.3 Scope of Work- The Contractor shall: 1) Engage in electronic or telephone conferences or in-person meetings with the NIOSH project officer (PO) to develop a work plan and timeline for completion this work. 2) Modify the existing study protocol for the four study sites to reflect the study procedures/tasks to be completed for this contract. 3) Implement the training to undergraduate nursing students at four study sites. 4) Conduct focus groups/interviews with undergraduate nursing students to explore their workplace bullying experiences. 5) Conduct focus groups/interviews with nursing faculty to explore their compliance, barriers, and experience with violence and bullying training intervention. 6) Conduct focus groups/interviews with undergraduate nursing students to assess their ability to apply the training into their practice. 7) Perform initial data analyses and provide report of analyses and evaluation to NIOSH PO. 8) Organize the intervention components into a single file suitable for public dissemination. 9) Debrief with the NIOSH PO at the end of the contract period. C.4 Technical Requirements-The Contractor will provide the necessary equipment, supplies, personnel to conduct all tasks described below: Task 1: Electronic, Telephone, or In-Person Conferences - Project Planning The Contractor shall collaborator with the NIOSH project officer (PO) in a series of electronic, telephone, or in-person meetings to develop and agree upon a specific work plan and timeline for completing this work. An initial meeting will occur no later than September 15, 2013. Task 2: Protocol Modification With the NIOSH PO, the Contractor will modify the existing study protocol for the four study sites to reflect the study procedures/tasks to be completed for this contract. The modification will consist of study methodology, participant recruitment strategy, and data analysis plan. This draft will be completed no later than October 31, 2013. Task 3: Training Delivery The Contractor shall implement the training to undergraduate nursing students at four study sites. Training delivery should begin no later than November 30, 2013. Task 4: Conduct Student Focus Groups/Interviews The Contractor shall conduct focus groups/interviews with undergraduate nursing students to explore their workplace bullying experiences. Focus group/interviews should begin no later than November 30, 2013. Task 5: Conduct Faculty Focus Groups/Interviews The Contractor shall conduct focus groups/interviews with nursing faculty to explore their compliance, barriers, and experience with violence and bullying training intervention. Focus groups/interviews should begin no later than March 15, 2014. Task 6: Conduct Focus Groups Interviews for Training Application The Contractor shall conduct focus groups/interviews with undergraduate nursing students to assess their ability to apply the training into their practice. Data collection should begin no later than May 15, 2014. Task 7: Initial Data Analyses The Contractor shall perform initial data analyses of data. Report of data analyses/evaluation will be provided to NIOSH PO no later than August 31, 2014. Task 8: Dissemination Plan/Materials With the NIOSH PO, the Contractor shall organize the intervention components into a single file suitable for public dissemination. The deliverable shall be provided to the NIOSH PO no later than September 15, 2014. Task 9: Project Debriefing To formally conclude this phase of the project, the Contractor shall have a final telephone or face-to-face meeting with the NIOSH PO. Debriefing session should occur no later than September 30, 2014. C5. Reporting Requirements/Schedule- As indicated above, Contractor shall coordinate regular telephone conference calls and/or on-site meetings to plan and to discuss the implementation of this work and to facilitate the completion of tasks specified in this contract. Within one month of contract award, Contractor shall have coordinated either a telephone or an on-site meeting between its staff and either the NIOSH PO only and/or the NIOSH project team as assembled by the PO. Thereafter, bi-weekly to monthly conference calls shall be arranged by the Contractor. Period of Performance: Twelve (12) months ********** This project is supported by a sole source justification and approval to University of Cincinnati College of Nursing, under authority of FAR 13.106-1(b)(1). Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. This is not a Request for Proposals; however, the Government will review any/all product, capabilities, and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), a purchase order will be issued to University of Cincinnati College of Nursing, 222 Piedmont Ave, Ste. 1200, Cincinnati, OH 45219 as the only source.
