- The Government intends to solicit and negotiate with only one source, Reson, Inc., 100 Frederic Lopez Rd, Goleta, CA 93117, under authority of FAR 6.302-1. The U.S. Army Corps of Engineers (USACE) Mobile District has a requirement for two (2) multibeam sonar systems with the following capabilities: (1) capable of self-tuning and automatically adjusting all the sonar settings for optimal performance in any given environment; (2) provides visual displays that indicate the quality of data being collected to ensure survey accuracy and minimize post-processing editing time; (3) performs a self diagnostic test which summarizes the overall condition of the system; (4) displays real-time imagery, in the user interface, with adequate resolution and on-screen history to aid in search, location, identification, and recovery applications; (5) capable of maintaining IHO accuracy within the full swath by producing enough beams to ensure equidistant and equiangular spacing; (6) capable of electronic beam steering of swath to aid in surveying channel banks and structures; and (7) capable of forming a steerable high density swath sector within a wider low density swath sector to aid in pipeline crossing/tracking surveys. The Reson SeaBat 7125-SV2 is the only multibeam sonar system able to meet the above capabilities. It is anticipated that a Fixed Price contract will be awarded. The NAICS code is 334511 and size standard is 750 employees. Interested persons may identify their interest and capability to respond to the requirement; however, this notice is not a request for competitive proposals. All capability statements received within fifteen (15) days after date of publication of this notice will be reviewed by the Government and considered. The notice publication date is 15 July 2013 and the deadline date is 30 July 2013. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
