Description
The U.S. Government intends to award a sole source award for the following: The US Army Aviation and Missile Command, on behalf of the Aviation and Missile Research, Development, and Engineering Center (AMRDEC), Software Engineering Directorate (SED), proposes to acquire the following: 8 ea. Telestra 4 Aural cue and Communications System, consisting of: TL-AT, 2U Telestra Target ACE-MPL-14500, Model Credits ACE-TDL, Tactical Data Link Interface Package ACU2-04-02, ACU2-4 Channel Audio Distribution Unit A-PAMP-CRN-4, 4 Channel Networked Audio Amplifier Custom Models CM-REDA-OH58-COM, Rough Cut Custom Communications Model CM-REDA-OH58-ENV, Rough Cut Environmental cue Model Technical Support Contract: TSC-30, Bank of 30 prepaid non-expiring hours On-Site Telestra Training: OSI-3-HVL, On-site training conducted at Bldg 6264, Redstone Arsenal, over a 3-day, 8 hours per day period This requirement will be acquired via a new firm fixed price contract utilizing RDTE funds. 3. DESCRIPTION OF SUPPLIES/SERVICES-The Kiowa Warrior Cockpit Procedures Trainer (CPT) is a training device used to support the training of pilots, co-pilots and maintenance test pilots in the necessary task required to operate the actual aircraft. The CPTs are currently being upgraded to reflect the fielded aircraft configuration. This upgrade includes adding the functionality of the ARC-231 radios and modifying the aircraft sounds to more closely reflect the actual caution, warning and advisory sounds of the aircraft. The Telestra 4 is a device used to simulate aircraft sounds and support tactical radio simulation. AUTHORITY CITED - The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. REASON FOR AUTHORITY CITED- Advanced Simulation Technology Inc., 500A Huntmar Park Drive, Herndon, VA 20170 is the only supplier of the Telestra 4 Aural system. If CPTs are not available, actual aircraft may have to be removed from units in the field to train soldiers. This would affect fleet readiness as fewer aircraft would be available to the units. Pilot training would be impacted if CPTs are available which could affect soldier readiness and safety.
