Description
The Army Contracting Command, Aberdeen Proving Ground is issuing a pre-solicitation notice for a firm fixed price contract to provide all services and equipment necessary to supply a turnkey In-building RF Coverage solution that provides RF coverage within the critical and general areas, as identified by the Authority having Jurisdiction (AHJ), of ten (10) buildings in support of Fort Lee First Responders and base support personnel radio communications. The In-Building RF Coverage System shall seamlessly integrate, without interference, with the existing Fort Lee P25 trunked Land Mobile Radio System (LMRS) (which operates on the 380.0-399.9 MHz UHF frequency range) and extend the RF signals into the identified buildings. The tentative solicitation release date is on or about 15 July 2013. The solicitation is a small business set aside. Basis for award is lowest price technically acceptable (LPTA) without discussions and no trade-offs. The magnitude of this procurement is estimated to be $1.5 million. Proposals shall be due 30 days after solicitation release. Special Notice One: This notice is to inform all that a Contractor Pre-Proposal Site Visit is scheduled to commence on 30 July 2013 at 0800 at the Fort Lee NEC (located at 2701 C Avenue, Building 8045) and will conclude on 01 August 2013. Participation is limited to four (4) individuals per Contractor inclusive of teaming partners. To attend the site visit, Contractors shall submit the names of all individuals participating in the Site Survey to Contract Specialist, Ralph Kaminski at email address ralph.f.kaminski.civ@mail.mil no later than (NLT) 12:00 pm DST, Noon, 22 July 2013. Special Notice One Update 15 July 2013. Contractors that plan to participate in the site visit must adhere to the following security requirement provided by Fort Lee, Contractor Facility Security Officer (FSO) shall process a Visit Authorization Request (VAR) through JPAS using SMO Code W6T1AA6 or submit a completed Fort Lee 999-E Form, Request for Visit Authorization to the Fort Lee NEC Security Manager. Special Notice Two: This notice is to inform interested parties that a draft copy of the Fort Lee, VA Customer Requirements Statement is available by contacting Contract Specialist, Ralph Kaminski at email address ralph.f.kaminski.civ@mail.mil.
