Description
DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs, VISN 2, Canandaigua VA Medical Center, 400 Fort Hill Avenue, Canandaigua, NY 14424-1159. Upon the basis of the following justification, the use of other than full and open competition for the proposed contractual action is hereby authorized pursuant to the authority of FAR Part 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements. Procurement Request number: 528-13-4-5703-0058 2.Description of Action: This is a request for other than full and open competition for the procurement of RefWorks with RefShare, a bibliographic citation manager database from ProQuest, LLC, 789 E Eisenhower Parkway, Ann Arbor, MI 48106-1346 for the period of 9/30/2013 through 9/29/2014. The base contract period is from September 30, 2013 through September 29, 2014 with four (4) one year options. The estimated cost for the base year is $3,945.00 and total contract value is $20,945.00. 3.Description of Supplies or Services: The requirement is for a bibliographic citation manager to be used by our staff in Canandaigua for research, sharing of references with any user with a RefWorks account globally, format reports, importing references directly from database to RefWorks, and attaching supporting files. The database must be online and IP authenticated; remote access available. ProQuest LLC is the sole provider of RefWorks. ProQuest develops RefWorks in-house and only sells it directly to its customers. RefWorks is an online, web-based, bibliographic citation, research management, writing and collaboration tool designed to easily gather, manage, store and share all types of information, as well as generate citations and bibliographies. A.Capabilities: "Allows users to create personal databases and use them for a variety of research activities. "References are quickly and easily imported from text files, online databases, through RSS feeds or via the web. "Users can automatically insert references from their database into their papers and generate formatted bibliographies and manuscripts "Provides users with a quick and easy way to share their information amongst colleagues at their own institution or with other "Is compatible with multiple platforms including Windows, Mac, UNIX and Linux. "Can be accessed from anywhere "Subscribing organizations get unlimited file storage (e.g. PDFs) that can be accessed from anywhere. "Utilizes RSS feeds "All upgrades are automatically made available to the user without the need to re-load software. "The upgrades are provided at no extra fee. "Author resolver links to COS Scholar Universe "Ability to store PMID in dedicated PMID field "Reverse connections to PubMed database "Backup/restore capability "Sharing feature can be harnessed by both RefWorks and non-RefWorks users "Add comments on shared references "Conditional formatting of references based on output language "Administrative usage reports "Organization-wide customization "Customer Service support 24/7 online "24/7 tutorial trainings available on the web site + live webinars monthly "The technical support department of the contractor will work with Library staff to troubleshoot any technical problems that may occur and provide marketing materials at no extra cost to the VA Library. Usage statistics are available to the system administrator through the company's website. 4.Statutory Authority: The statutory authority permitting other than full and open competition is 41 U.S.C. 253 9co(1),10 U.S.C. 2304(1) and FAR 6.302-1, only one responsible source. (X) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5.Validity of Use of Statutory Authority "RefWorks is a totally web-based product which supports multiple platforms. This capability means that it can be used by anyone who has an account, from any computer connected to the internet. "Many products require software installation so that the number of computers that can access the program is limited. "RefWorks was originally a small start-up company where information professionals and librarians came together and created a product that was totally web-based, which had never been accomplished by any other company up to this time. "ProQuest LLC is the sole vendor of this product and does direct marketing. It is not available to resellers. "Canandaigua VAMC has had a subscription to this product since 2010. 6.Actions to Promote Competition: A Notice of Intent to sole source was posted to the Government-wide point of entry (FBO) on May 31, 2013 through June 14, 2013 and resulted in no other companies capable of providing this service. 7.Determination of Fair and Reasonable Price: The anticipated price to the Government is $3,945.00 for FY14. Pricing for the last three years is as follows: Sept. 28, 2012PO#528-C22287 for $3,830.00 Sept. 15, 2011 PO#528-C12283 for $3,705.00 Sept. 3, 2010 PO#528-0RK083 for $3,595.00 These price increases represent an increase of approximately 2-3% per year as a result of inflation for this service. 8.Market Survey (FAR 10): "Market research was done by searching the internet and bibliographic databases. "Comparison charts such as: Overview of citation software at MIT: Managing your references (http://libguides.mit.edu/content.php?pid=55486&sid=427307 accessed 4/28/2013) were reviewed. "Looked for article reviewing the various products such as: Citation tools in academic libraries: best practices for reference and instruction Source: Reference & User Services Quarterly. 51.2 (Winter 2011): p143. "A search of FSS, GSA websites revealed no other source for this requirement. ProQuest is the sole provider of RefWorks. 9.Other Considerations: Many Canandaigua VA providers have academic appointments with the University of Rochester Medical School (URMC) and collaborate with URMC faculty. URMC also subscribes to RefWorks. Having the same reference package is efficient, cost effective and promotes cooperation. There are no other factors supporting the use of other than full and open competition. 10.Listing of Sources that expressed, in writing, an interest in the acquisition: Notice of Intent to sole source posted on May 31, 2013. 11.Statement of Actions to Overcome Barriers to Competition: As it has been determined that this is a sole source provider, no actions may be taken to overcome barriers to acquisition.
