- Application to Build Sort Programs for Mail Sorting Equipment Subject: Request For Information (RFI): 3A-13-A-0200 for "Application to Build Sort Programs for Mail Sorting Equipment" The United States Postal Service (USPS) is performing a market survey to evaluate obtaining the services which are the subject of this Request For Information (RFI). Therefore, you are invited to submit a response to this RFI to include marketing materials, price lists, informal proposals, and any other relevant information you deem appropriate to address your ability to provide the services. This RFI is for informational purposes only and will not necessarily result in a solicitation or award of a contract. Additionally, this RFI does not commit the USPS to pay any cost for the preparation and submission of a response. DESCRIPTION OF TECHNICAL REQUIREMENTS The USPS is interested in identifying sources of supply capable of providing applications to build sort programs for mail sorting equipment: Delivery Bar Code Sorter (DBCS - all different modes and types), Combined Input Output Sub System (CIOSS), Automated Flat Sorter Machine 100 (AFSM 100), Advanced Facer Canceller 200 (AFCS 200), Automated Package and Parcel Sorter (APPS), and Automated Package and Bundle Sorter (APBS). The preferred software environment for the application is OpenVMS, JAVA. The application shall have the ability to create sort programs for outgoing primary and secondary (OGP and OGS), Managed Mail Program (MMP), Sectional Center Facility (SCF), carrier route (CR), and delivery walk sequence (DPS). OGP, OGS, MMP, and SCF sort programs shall be based on: Automatic Area Distribution Center and Area Distribution tables appropriate to the machine for which the sort program is being created City/State tables Delivery service standards Density volume data Transportation Mode Mail processing code (MPC) Assign the correct content identification (CIN) code User identified/selected special services product attributes identified by the user to be applied to any given sort program Application of sorting based on ZIP moves due to zone realignments or carrier route adjustments Application of sorting based on remittance mail redirected The application shall display the volume for each destination assigned in the sort program The application shall allow limited editing to bin destination information such as MPC, CIN text, printer destination, label ZIP code, label type Provide bin display information to the mail processing equipment (MPE) Create binary loadable sort programs for the MPE requiring that type of file Create the specified text and/or xml format of the sort program applicable to each MPE Provide printer label information required by the MPE The application shall allow the user to make and save custom label information The application shall save any user custom label and display information and applied to updated sort program Sort programs automatically update on triggers from AADC, ADC, remittance, service standard, and ZIP move information CR and DPS programs shall be based on: Delivery service standards Delivery unit data input AMS delivery and ZIP +4 data Assign the correct content identification (CIN) code User identified/selected special services product attributes identified by the user to be applied to any given sort program Application of sorting based on ZIP moves due to zone realignments or carrier route adjustments Application of sorting based on remittance mail redirected The application shall display the volume for each destination assigned in the sort program The application shall allow limited editing to bin destination information such as MPC, CIN text Provide bin display information to the mail processing equipment (MPE) Create binary loadable sort programs for the MPE requiring that type of file Create the specified text and/or xml format of the sort program applicable to each MPE Provide printer label information required by the MPE The application shall allow limited editing to bin destination information such as MPC, CIN text, printer destination, label ZIP code, label type DPS sort program shall update daily based on AMS, user, and parameter settings data The user shall be provided the ability to update CR sort programs at user specified intervals or by user triggered update GENERAL INSTRUCTIONS Interested parties should provide Company Name and Contact Information, to include current product offerings that match the technical requirements or as similar as possible in nature to the technical requirements described above. RESTRICTIONS ON DISCLOSURE AND USE OF DATA If the response will contain any information deemed to be confidential in nature, such information must be clearly marked as such as outlined below. The Postal Service does not intend to share any information outside of the USPS. Interested parties that include in their response to this RFI data they do not want used or disclosed by the Postal Service for any purpose other than market survey may take the following steps: a. Include on the front page or in the introductory material of their response the following: "This response includes data that may not be duplicated, used, or disclosed outside the Postal Service - in whole or in part - for any purpose other than to perform market survey. If, however, a contract is awarded to this offeror as a result of - or in connection with - the submission of such data under a response to a Request For Proposal, the Postal Service will have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Postal Service's right to use information contained in the data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets (Offeror insert numbers or other identification of sheets)." b. Mark each sheet of data they wish to restrict with the following legend: "Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this response."
