- Description
- NASA/MSFC plans to issue a Draft Request for Proposal (RFP) to seek industry comments for the Marshall Engineering Technicians and Trades Support (METTS) services contract procurement. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement is a total small business set-aside. The NAICS Code and Size Standard are 541712 and 1000, respectively. The anticipated release date of the Draft RFP is on or about July 23, 2013 with industry comments due NLT 2:00 pm Central Time (CT) August 12, 2013. The Industry Briefing, including site tours, will be held at Marshall Space Flight Center, Building 4200, Morris Auditorium July 26, from 1:00-4:00 pm CT. There is a limit of three (3) attendees per Offeror team for the site tours. However, teams may bring up to six (6) team members for the Industry Briefing. Foreign nationals will not be admitted. Please email your Industry Briefing registration form to Rich Wegrich at e-mail address richard.t.wegrich@nasa.gov no later than 2:00 pm CT on July 25, 2013. See attachment for registration form and instructions. After the industry briefing and the comment period, a final RFP will be issued. All responsible sources may submit an offer in response to the RFP which shall be considered by the Agency. The METTS procurement is follow-on to the current METTS Services contract, NNM08AA20C. The METTS contractor is to provide engineering technicians and trades support services to the MSFC Engineering Directorate, Programs and Projects. The period of performance encompasses a one-year base period and four potential one-year option periods. Performance is currently anticipated to begin June 1, 2014. The contract type will be a Cost-Plus-Award-Fee (CPAF). NASA Clause 1852.215-84, Ombudsman, is applicable. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify the Point of Contact (POC), listed below, of their intent to submit an offer.
