Description
Request for Quote w/specifications and attachments This is a commercial item, combined synopsis/solicitation for an autonomous 70 kHz split-beam echosounder system (transceiver, transducer, battery power, data collection and storage, operation and control software, interconnect cables). Government may award a firm-fixed-price order in accordance with FAR Parts 12 & 13 utilizing Simplified Acquisition Procedures not to exceed $150K. The NAICS code for this requirement is 334511 with a 750 employee size standard. The Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), Alaska Fisheries Science Center (AFSC), Resource Assessment & Conservation Engineering (RACE) Division has a requirement to develop and deploy an underwater bottom-moored echosounder system that will provide an index of fish abundance. The primary requirements of such an instrument include prolonged autonomous deployment, long-term stability, well-established time varied gain, and low-pressure sensitivity of the transducer. The AFSC has examined existing echosounder designs and found that low-power autonomous instruments were suitable for collecting high-quality split-beam data needed for generating long-term estimates of fish biomass. Since no echosounder systems are available that meet our requirements, the vendor will need to modify a commercially available echosounder specifically developed for autonomous fish abundance estimates used in quantitative work. The period of performance is from August 1, 2013 through September 30, 2015. All interested concerns must submit a quotation and documentation by July 30, 2013 at 10:00AM Pacific time. All responses must be in writing. A Request for Quote (RFQ) with the technical specifications, clauses and attachments is incorporated as an attachment as part of this notice. This announcement constitutes the only solicitation. A firm-fixed-price order may be issued on or before August 1, 2013. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM.
