- NOTICE OF INTENT TO SOLE SOURCE: The National Cemetery Administration (NCA) as directed by the Oakland Memorial Service Network Five, 1301 Clay Street, Suite 1230 North, Oakland CA 94612-5209 will enter into a contract that requires justification for other than full and open competition procedures. Award shall be made through other than full and open competition to Designed Engineering Fabrications INC, due to the continuing development of the unique nature of the procurement. The awarded contractor shall provide design and manufacture, installation and testing of four prototype devices, that will be attached to the back of a Government provided Toro HDX (or Workman 3200/3300), to facilitate the transport and delivery of a single casket to the gravesite. Conceptual plans for this prototype are attached to this statement of work that detail the function of this device and will be used to assist in the design. The estimated cost is $80,000.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSAL.
