This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. This solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54, The FAC, is available at https://www.acquisition.gov/FAR. This procurement is 100% set-aside for small businesses under all applicable NAICS codes, including, but not limited to 541922, 541360, & 541370. A1. What accuracy standard is required by the National Park Service for the new planimetric and topo data? A2. The data should meet or exceed the National Map Accuracy standards. B1. Please confirm the appropriate scale for the mapping products? (I.e. 1=100 scale mapping, 1=50 scale mapping etc.? B2. Map scale is to be 1'=50' C1. What is the required resolution for the high-resolution aerial orthophotos and raster digital elevation models? C2. Orthophotography should not exceed 4' resolution. DEM should be 1 meter or sufficient to produce 1' contours while meeting NMAS requirements. D1. What is the required contour interval for the topography? D2. 1' (one foot) E1. Will the deliverables be produced in feet, meters, geographic? E2. The deliverables will be produced in meters. F1. In the list of items under Visitor recreational areas, Park Infrastructure, and Important resource areas can cover a vast array of additional deliverables. Is there a comprehensive list of all deliverables in these categories required? F2. There is not a list. A detailed planimetric map of the extent defined will included the items listed above. Planimetrics will include all pertinent features as visible from orthophotography or defined from elevation data. G1. Is there a required horizontal and vertical control accuracy for the specified project coordinate system and datum? The project coordinate system (UTM or state plane) and datum (NAD83 or WGS84) have not been specified. G2. The spatial reference of this project will be in NAD83(2011) Epoch 2010.00 Geoid 12A, projected into UTM Zone 12 N (meters) H1. What data will be provided by NPS (digital maps, existing data, etc.)? H2. NPS will release any existing non-sensitive GIS data as needed. However, NPS is not in possession of a quality elevation dataset for the project area. Additionally, the following distribution liability statement applies, especially in reference to data completeness and accuracy: The National Park Service shall not be held liable for improper or incorrect use of the data described and/or contained herein. These data and related graphics (i.e. GIF or JPG format files) are not legal documents and are not intended to be used as such. The information contained in these data is dynamic and may change over time. The data are not better than the original sources from which they were derived. It is the responsibility of the data user to use the data appropriately and consistent within the limitations of geospatial data in general and these data in particular. The related graphics are intended to aid the data user in acquiring relevant data; it is not appropriate to use the related graphics as data. The National Park Service gives no warranty, expressed or implied, as to the accuracy, reliability, or completeness of these data. It is strongly recommended that these data be directly acquired from an NPS server and not indirectly through other sources, which may have changed the data in some way. Although these data have been processed successfully on a computer system at the National Park Service, no warranty expressed or implied is made regarding the utility of the data on another system or for general or scientific purposes, nor shall the act of distribution constitute any such warranty. This disclaimer applies both to individual use of the data and aggregate use with other data. I1. What is the desired resolution of aerial photography and DEM? I2. Not to exceed 4' J1. Does NPS prefer any specific coordinate system and geodetic datum for the data collection and delivery? J2. NAD83(2011) 2010.0 Geoid 12A, UTM Zone 12, meters. K1. Are there any attributes that will need to be collected for the features such as trails, structures, utilities, roads, etc.? K2. Attributes collected should include: Date data were mapped, method used to map the data, basic identifying attribution (simple text of what the feature represents, but no internal NPS attribution necessary) L1. Accuracy of vector data: L2. Mapped data should conform to National Map Accuracy Standards. This is especially important for the elevation/contour data. Most data will be digitized form the collected photography. Registering this photography accurately will require the contractor to survey aerial targets with high precision. M1. Resolution: M2. The pixel size of the photography and the DEM will be different. The photography should not exceed 4', but the DEM will be considerably larger. The size of this depends on what the contractor needs to achieve the contour interval requested while meeting NMAS standards. N1. What is the total acreage of the project area? N2. The total acreage is about 2100 acres. O1. The scope of work calls for high resolution imagery and topography. It does not specify the contour accuracy requirements. If the topo will be used for mapping purposes only, a 5 contour accuracy will suffice. On the other hand, if the topo is to be used for certain design uses, then you will need 1 contour accuracy. The cost for each one differs significantly. O2. Variable quotes would be very helpful on this matter. If the budget only allows for the 5 accuracy, it would be acceptable, although the 1' accuracy would be preferred. P1. The solicitation states that the 'project proposes two phases'. What is phase 2? P2. Phase 2 is intensive mapping of Tuzigoot pueblo using terrestrial LiDAR. The pueblo is within the project boundary, and the room outlines and rough topography will be mapped by Phase 1. However, the pueblo requires a more intensive method of spatial documentation, and will be mapped using terrestrial techniques such as ground-based LiDAR. Q1. Does the 9-week schedule include the vector geometry and attributes? Q2. Delivery schedule can be flexible if additional time is required by the vendor. R1. Does the NPS have a property boundary survey available? R2. Surveying services will need to be provided by the vendor. S1. Does the NPS have a spatial data standard for GIS feature classes and tables? S2. For the purposes of this project, attribution identifying the feature, mapping method, date, and accuracy estimate is sufficient. T1. FedBizOpps indicates the notice type is a presolicitation. Is this the solicitation? T2. Yes, this is a solicitation, and the only solicitation. The system ignores what we enter, despite our best efforts.
