Description
This is a sole source notice for the National Oceanic and Atmospheric Administrations, Logistics Management Branch in Silver Spring, MD who is seeking to establish a logical follow-on 36 month lease for a ConnectPlus 2000 Mailing System (Digital Mail Meter) from Pitney Bowes, Inc (PBI). The Contractor shall furnish the necessary equipment and maintenance services to perform the following Statement of Work/Specification. The NOAA Silver Spring Mail Room processes all outbound mail for all of NOAA in the National Capital Region (NCR). This includes the following locations: the Silver Spring Metro Center (SSMC) campus buildings including the Wayne, Colesville and Center buildings, NCWCP building located in College Park, MD, the Aerospace in Lanham, MD, the ITC building in Landover, MD, the NSOF building located in Suitland, MD, the Century building in Germantown, MD offices and the Herbert Hoover building located in Washington, DC. The NOAA Mail Room handles an average of 800 pieces of United State Postal Service (USPS) mail per day, 4,000 per week and 16,000 per month, which includes letters, flats, packages, media and library mail, certified, express mail, registered and international mail. The NOAA Mail Room prepares, secures and processes the mail, affixing the proper postage and stages the mail for pick up by the USPS, following all specifications and regulations in accordance with USPS guidelines. EQUIPMENT REQUIREMENTS: Capabilities needed to allow activation and control of all the functions of the digital mail meter from the NOAA Mail Room such as: • Ability to manage, track and charge back postage expenditures with built-in accounting capabilities. • Access USPS and other carrier's rates and services. • Ability to download new rates. • Electronic tracking services. • Automatic feeding, sealing and imprinting postage to include multiple speed options: • Correct postage imprinted on same size and weight materials up to 180 letters per minute. • Correct postage imprinted on mixed weight materials up to 115 letters per minute. • In-line weighing with shape based rating for up to 16 oz. • Verification of the length, width and thickness up 5/8" thick with sizes from 3 ½" x 5" (postcards) to 10" x 14" (flats). • Drop Stacker. • Up to 70 lb. scale option. • Interface abilities with the United States Postal Service (USPS) Centralized Account Processing System (CAPS). • Ability to manage multiple accounting codes. MAINTENANCE The contractor will meet the following maintenance schedule: • To be performed by vendor and not contracted out to an outside vendor or subcontractor. • Maintenance required within 4 to 12 hours after receipt of service call. • If meter machine is un-repairable a replacement machine must be delivered within 2 business days. HOURS OF OPERATION The normal hours of operation are Monday through Friday, 8:00 a.m. to 4:30 p.m., exclusive of federal holidays, Saturday and Sunday. PBI currently services the mail meter leases for NOAA that download postage. PBI manages the bank account that holds the postage for downloads to the meter heads throughout the United States. Using PBI would provide continuity of services. If NOAA were to go with another vendor it would require opening a new bank account with that vendor, thereby causing a disruption in postage funding as the account is set up and the NOAA Program Office and Finance Office would need to maintain and track multiple accounts. In addition, to transfer the current funds that were with the PBI bank account can take up to six weeks and the remaining funds would go to US Treasury and then upon request to the DOC budget Office and not be reallocated back to the SO/LO causing a lost of funds and necessitate finding other monies to fund postage. Current funds used by the NOAA Silver Spring Mail Room are $951,000.00. The NAICS code is 453210. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All firms who believe they can meet all the requirements specified herein must furnish detailed information concerning their capability to provide the supply and satisfy the Government's needs. Along with descriptive literature of the equipment being offered must be provided. In addition shall include name, telephone number and address of concerns for which you have furnished this type of equipment previously. Interested parties must respond within seven (7) days after publication of this notice. The Eastern Region Administrative Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM).
