Description
Title: ST09-0447, PIER COMPLEX STRUCTURAL REPAIRS “ PIER 4, TRESTLE 1A & 4, EARLE NAVAL WEAPONS STATION, COLTS NECK, NEW JERSERY Solicitation Number: N40085-13-R-3528 (New) Notice Type: Pre - Synopsis NAICS: 237990 with a Construction Size Standard of $33,500,000 Magnitude of Construction $5,000,000 to $10,000,000. THIS PRE “ SOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSALS. The Naval Facilities Engineering Command Northeast IPT, Mid-Atlantic is posting this Pre “ Synopsis for the DT09-0339 construction project. The construction project is located in Colts Neck, New Jersey. The appropriate NAICS Code is 237990, with a Construction Size Standard of $33,500,000. This will be a One-Phase Design/Bid/Build (DBB), Lowest Price Technically Acceptable (LPTA) solicitation. When the actual solicitation is issued, plans and specifications will be available from either www.fbo.gov or https://www.neco.navy.mil websites. This solicitation is being advertised as Small Business Set-Aside competition. This is a source selection procurement requiring both technical and price proposals The evaluation factors include: Factor 1: Corporate Experience Factor 2: Safety Factor 3: Past Performance Factor 4: Price Description of Work: The project provides for the repairs to Trestle 1A, Trestle 4 and Pier 4 ™s deteriorated (spalled) concrete and replacement of missing and depleted anodes; repairs of pattern cracking on concrete box beams; replacement of access ladders; concrete sealing; anode repairs/replacement; fender system repairs; and recoating exposed steel bearing assemblies. The project is based on the results of an engineering study prepared as part of the Specialized Waterfront Facilities Inspection Program, which was administered by the Naval Facilities Engineering Service Center. PROJECT: (Current Mission) REQUIREMENT: The NWS Earle Pier Complex directly supports the Station Mission. The Earle Mission is as follows: Operate/Maintain a Coastal Ordnance Handling and Processing Facility Supporting Atlantic Fleet, Coast Guard and DOD Requirements, Providing Force Protection, Logistics Support and Host Services/Sheltering for 2000 Personnel, Homeported MSC Ships and Visiting Ships. An overall inspection of the Pier Complex (including Trestle 1A, Trestle 4, and Pier 4) was completed in September 2006. The study recommended a number of repairs that would allow the Complex to continue to operate at its current level. Trestle 4 and Pier 4 were constructed in 1989 and Trestle 1A was constructed in 1993. Based on the age of the Complex, the repairs are considered critical to the Mission. CURRENT SITUATION: As stated, based on an engineering study, the following facilities require repairs: Trestle 1A, Trestle 4 and Pier 4. The study included the following: above and underwater inspection and assessment, structural analysis, repair recommendations, and repair cost estimates. The basic configuration of each of the structures is similar with the superstructure supported by steel pipe piles and precast concrete pile caps. The deck is constructed of precast prestressed planks and box beams with a concrete overlay. Trestle 4 and Pier 4 were built in 1989 and Trestle 1A was built in 1993. The estimated Period of Performance for this project is 220 days from date of award. The approximate Solicitation Release Date is July 31, 2013 and will be posted on the NECO and FedBizOps websites. This solicitation, including all specifications, will only be available in downloadable electronic format. ALL DOCUMENTS will be in the Adobe Acrobat PDF file format and downloadable from the Navy Electronic Commerce Online (NECO) website. THIS IS A SMAILL BUSINESS SET-ASIDE SOLICITATION. All prospective offerors must be registered in the System for Award Management (SAM) database (www.sam.gov) and the Online Representations ad Certifications Application (ORCA) database (https://orca.bpn.gov ). Contractors will be searched against the Excluded Parties List (EPL) to ensure they are eligible for Federal contract awards. Contractors are encouraged to register for the solicitation when downloading from the website. Only registered contractors will be notified by email when amendments to the solicitation are issued. The information being requested does not constitute a commitment on the part of the Government to award a contract; nor to pay for any costs incurred as a result of replying to this notice. Commander, Navy Installations Command (CNIC), has established the Navy Commercial Access Control System (NCACS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy installations by submitting identification credentials for verification and undergoing a criminal screening/ background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials at it own cost through a designated independent contractor NCACS service provider. Credentials will be issued every five years and access privileges will be reviewed/renewed on an annual basis. The costs incurred to obtain Navy installation access of any kind are not reimbursable, and the price(s) paid for obtaining long-term NCACS credentials will not be approved as a direct cost of this contract. Further information regarding NCACS is forthcoming.
