Description
Under the authority of Federal Acquisition Regulation 6.302-1, Only One Responsible Source, the U.S. Census Bureau intends to negotiate a modification to contract number YB1323-12-SE-0404 with the only known source, Whirlwind Technologies, LLC, located in Largo, Maryland. The services are being expanded to include: • Providing detailed information and documentation for hardware and software components, network infrastructure design, implementation techniques, and tools for the most efficient CIRA data flow solutions to meet present and future capacity requirements for new iCADE Dynamic Provisioning as utilized in external entities for iCADE for KNBS and BBS. • Providing IT infrastructure designs, physical layouts, deployment procedures, operational manuals, security plan documentation, Information System Contingency Plans, encryption/support protocols for domestic and international projects and plans for iCADE data flow. • Documentation of the iCADE pre-deployment, test and production network infrastructure configuration for new modules; • Integration of the new data center technologies into iCADE system infrastructure; Evaluate and architect Network Attached Storage systems into iCADE system infrastructure; Document system components in new SDLC and CMMI protocols for ARB on October 1, 2013 as it relates to existing system and new modules; • Delivering Performance Test Plans, Remedy tickets, etc to the Telecommunications Office and NPC IT Team as it relates to iCADE System and document all modeling provided by the Telecommunications Office as well as the outcome of the Hardware Performance Test; • Providing system backup user manuals; • Documentation of existing CIRA network, iCADE infrastructure, and system design for Multi Mode Data Collection initiative, and the to-be-state, which will include the addition of QUI/GIDS, COMET, MOJO and MIS Systems; • Providing Risk Profile supporting documentation need for new CIRA, iCADE, QUI/GIDS, COMET, MOJO and MIS and ADEP Organization security plans. All project personnel are required to have a minimum of five years experience in developing hardware network infrastructure designs, implementation techniques, and tools for achieving the most efficient solutions, plus three years experience in setting up and developing iCADE network infrastructures on both the domestic iCADE environment in NPC and the International iCADE infrastructures established in Kenya and Bangladesh. Security Specialists must have at least 5 years experience in developing and implementing System security plans and at least three years experience in developing iCADE security plans and testing iCADE and performing routine security scans to help minimize potential security risks. The referenced company has identified adequate, committed personnel with the required skills and necessary experience. The work will take place at the U.S. Census Bureau Headquarters (HQ) in Suitland, Maryland and the U.S. Census Bureau National Processing Center (NPC) in Jeffersonville, Indiana. Whirlwind Technologies, LLC is the only known source with the required specialized experience and expertise to meet the requirements. This is not a solicitation announcement or an invitation for bids. In accordance with the Federal Acquisition Regulation 5.207, all responsible sources may submit a capabilities statement. Information received regarding this announcement will be considered solely for the purpose of determining the feasibility of a competitive procurement. Otherwise, the Census Bureau believes it is in its best interest to award to Whirlwind Technologies, LLC, for CIRA, iCADE, QUI/GIDS, COMET, MOJO, MIS and ADEP system support, security and documentation.
