- The Government hereby submits a notice of intent to award a firm fixed price contract for information technology support services under other than full and open competition to 4010 Consulting, Arlington, VA., a Service Disabled Veteran Owned Small Business (SDVOSB). The resultant contract will be a continuation of previous project-specific IT services performed by this contractor that must be completed. The period of performance is for one year and will be less than $150,000.00. Awarding to another firm would result in duplication of costs and possible delays that could be detrimental to the mission. Other than full and open competition is in accordance with FAR 6.302-1(a)(2)(iii) and pursuant to the Veterans Benefits Act of 2003 (15 U.S.C. 657f) as this is a sole source award to a service disabled veteran owned small business. An approved Justification and Approval is on file in the contracting office. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of Blount Island Command. The determination not to compete this proposed contract action is soley within the descretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quotes or proposals.
