Description
The VA Pittsburgh Healthcare System intends to issue a Request for Proposals (RFP) for Project Number 646-11-108, "Design Build (DB/AE) - Renovate 11th Floor West" at the VA Pittsburgh Healthcare System (VAPHS) located at University Drive. This "Best-Value" procurement is 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). All SDVOSB offerors must be verified by the Center for Veterans Enterprise (CVE) to be eligible for award. Important Notice: Apparent successful offeror must apply for and receive verification from the Department of Veterans Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70. Offerors must be VERIFIED by CVE and VISIBLE in the VIP database at the TIME OF SUBMISSION OF OFFERS. Failure to be BOTH visible and verified at the time of proposal submission will result in the offeror's proposal being deemed non-responsive and ineligible for award. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov. Interested parties should also register as such on the FBO website. General Project Scope: The DB/AE contractor will renovate the designated spaces per the itemized requirements indicated below. Include removal of all existing materials and surfaces as required to complete renovation. The DB/AE will develop construction specifications and drawings as well as supervise the renovation of the spaces. This project involves primarily nonrecurring maintenance. This includes, but is not limited to: Field verification of existing space and existing utilities servicing the project scope area. Evaluation and development of innovative design options for a modular wall system that will optimize employee workspace Evaluation and development of HVAC design to be integrated with "Upgrade Ventilation 4-11 West" Project design for the west wing of the 11th Floor. HVAC provided for the designated area of 11 East is to be connected to the Air Handler serving 7-11 East. Drawings for the "Upgrade Ventilation 4-11 West" Project and the "Replace AHU 7-11 East" Project are provided in the solicitation. Evaluation and design modifications to the existing electrical distribution system servicing the renovated space and new additions to provide sufficient power to all future lighting and equipment in the area. Evaluation and design modifications to the existing plumbing system servicing the renovated space and new additions to provide sufficient water supply and drain lines to all future plumbing fixtures and equipment in the area. These lines are to tie into the new plumbing system constructed in the "UD, Replace Main Plumbing" drawings. Evaluation and design modifications to the existing fire protection system servicing the renovated space and new additions to supply sufficient sprinklers, fire alarms, and fire-proofing for structural components. Perform asbestos and lead survey of project scope area. Create asbestos/lead abatement plan and abate any asbestos and lead that is found in project scope area. Latest Asbestos Survey performed by VA will be provided in solicitation. Design and Construct all wall and roof systems to be in accordance with ASHRAE 90.1 Evaluation and design modifications to increase the energy efficiency of the area and other innovations. This shall include cost benefit analysis with detailed costs and associated energy savings breakdown in order to justify recommendations. DB/AE to identify opportunities using the various means available to achieve energy consumption reductions and cost savings that will accrue to reduce medical care's energy consumption. The project will follow the guidelines established in the VA Pittsburgh Master Space Plan to enhance services at the University Drive Division. All designs will be in compliance with space criteria as referenced in VA Handbook 7610, VA Handbook 0730 Security and Law Enforcement. Construction will need to be addressed in multiple phases to allow hospital operations to continue during construction. Phasing will be determined during the 50% design review. Phasing Plan must work within budget and allow the VA to continue operations at minimal interference. DB A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specifications, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the internet at http://www.cfm.va.gov/TIL/. DB A/E shall pay particular attention to USAF, NFPA, BOCA, NEC, IBC, ASHRAE, ASHE, VA Handbook 7610 space criteria and PG18-9 Space Planning Criteria, and PG-18-12 Design Guides. The magnitude of construction is between $2,000,000 and $5,000,000. The applicable NAICS is 236220 with a small business size standard of $33.5 million. It is anticipated that the Solicitation will be issued on or about July 31, 2013 on the FBO website at the following URL: http://www.fedbizopps.gov. Interested parties may examine and download said solicitation FREE OF CHARGE. Proposals will be due on or about August 30, 2013. Any amendments to this solicitation will be available at the same website. Offerors are advised that they are responsible for obtaining amendments from the website. Any questions must be submitted to the Contracting Officer by e-mail to Lynne.Dickerhoff@va.gov. Any and all emails must include the project number "646-11-108" and title "DB Renovate 11 West" on the subject line. Phone calls will not be accepted. A Pre-Proposal Conference date, time, and location will be identified in the solicitation at FAR 52.236-27. Although not mandatory, all Offerors are encouraged to attend the Pre-Proposal Conference.
