- The Philadelphia VA Medical Center (PVAMC), 3900 Woodland Avenue, Philadelphia, PA 19104 is seeking viable sources to be able to provide VERA Optimization Review, Physician Query and VERA training to our clinical staff at the PVAMC. (NOTE: The Statement of Work has been included for information purposes only. This is NOT a solicitation requesting quotes or bids.) The applicable North American Industrial Classification System (NAICS) code is 611420 and the small business size standard is $10 MILLION. Please indicate the socio-economic status of your firm. As indicated above, the small business threshold is $10 million dollars. Scope: The contractor shall provide VERA Optimization Review, Physician Query, and VERA Education for a period of 20 days as outlined on project plan 1.1. VERA Optimization Review: Conduct off-site audits of inpatient and outpatient workload to ensure optimization of VERA funding model: - Analyze reports run from ARC (Allocation Resource Center), VSSC (VISN Support Services Center), with the vendor monitoring tool - Audit inpatient PTF coding specific to the 501 screen where VERA is impacted - Audit outpatient coding in specified areas that adversely affect VERA classifications 1.2.Physician Query: Assist with the development of physician query forms specific to VERA that can be used with the vendor software tool. Providing useful reports such as: -A list of all patients found within each of the complex patient classification categories with indicators of these needing action, as well as the action required to ensure they remain in the current category. -A list of patients who may impact the local or VERA funding model for the next one to three years. The reports measures potential funding impact base on the current year VERA model. -A list of patients that have not had an admission or have not seen for vesting CPT code in the past two or more years. An audit will determine which patients can be vested without a physician visit, as well as those who will need to receive a vesting visit. The report may include patients seen for care by dental, audiology, or social work, but not primary care. 1.3. VERA Education: - Provide one day education seminar to approximately 18 coding staff members on VERA program and coder impact. - Provide VERA specific coding tips integrated with the latest VERA Handbook - Provide three day education seminars for approximately 180 clinical staff members on VERA 2. DELIVERABLES. ? Written recommendations for an improved VERA monitoring process - Steps outlined for client to maintain and further improve their VERA monitoring program - Monitoring tool - Monitoring and Audit guide for both inpatient and outpatient care ? Completed inpatient and outpatient audits based on current ARC and/or VSSC available data - Missed vesting opportunities - Inpatient PTF errors and/or opportunity for query ? Potential VERA financial impact based on audit results ? Documentation improvement recommendations ? Physician query forms specific to VERA impact areas ? Final recommendations for facility based on the results ? VERA related training specific to the coding staff - VERA Handbook with coding/documentation tips ? VERA related training specific to the clinical staff 3. SPECIAL CONTRACTOR RESPONSIBILITES: 4.1 The contractor shall designate a primary and alternate point of contact by name and phone number who will function as liaison with the COTR on day-to-day operations, and will be available from 8:00 am EST to 4:30pm EST Monday through Friday, excluding Federal Holidays. 4.2The Contractor shall designate a company officer authorized to resolve ongoing problems that have not been resolved at the operations level. 5.SPECIAL GOVERNMENT RESPONSIBILITIES: 5.1 Electronic access to ARC (Allocation Resource Center), with patient SSN specific access for consultants 5.2 IT staff will provide VistA access/verify codes, and remote access to the vendor at least two weeks prior to the start of the engagement for testing 6. CONTRACT ADMINISTRATION: Communication Points: Day to day communication between both contract parties occur between the VA COTR (see next section for designation) and the contractor's primary or alternate operations manager.
