Description
This is a Sources Sought Synopsis. This is a Sources Sought (SS)/Request for Information (RFI), market survey is for information, to be used for preliminary planning purposes in accordance with FAR Part 10, quote mark Market Research. quote mark No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) has been tasked to identify potential sources for an effort that requires these sources to have the technical capability and necessary resources to provide Program Management, Engineering and Logistics, Business, Operations, and System Integration, Contractor Logistics Support (CLS) for nine (9) Airborne Reconnaissance Low-Enhanced (ARL-E) systems of which one (1) will be used as a training asset in support of Product Director, Aerial Intelligence, Surveillance and Reconnaissance (PD AISR), of the Project Manager, Airborne, Reconnaissance and Exploitation Systems (PM ARES). This effort requires potential sources to have significant experience and understanding of the requirements to design, integrate and develop Mission Equipment Payload (MEP) and Processing, Exploitation and Dissemination (PED) techniques for fixed wing aircraft applications; development of the software/hardware infrastructure including the development of system level software code necessary to provide the flexibility of coordinated Multi-Intelligence (Multi-INT) operations. The period of performance is estimated to be three (3) to five (5) years. In addition, this effort will require the following services: Provide an overall Design for the Mission Equipment Payload (MEP) system architecture to Support quote mark Plug and Play quote mark sensor concepts. Sensors that will be considered in the base line are; Electro-Optical/Infrared (EO/IR), Full Motion Video (FMV), Signal Intelligence (SIGINT), Hyper spectral Imagery (HSI), Foliage Penetration (FOPEN) Radar, Moving Target Indicator (MTI)/Synthetic Aperture Radar (SAR), Dismount Moving Target Indicator (DMTI) Radar, Ground Penetrating Radar (GPEN). Develop, and/or modify software to coordinate the system level mission planning, mission operations (cross cuing of sensors & data distribution), and post mission operations. Provide an overall Design for Multi-Level Security Architecture: oPerform system accreditation oSecurity Architecture must support processing at Unclassified, secret and top secret. Procure Distributed Common Ground System-Army (DCGS-A) compliant workstations Procure network architecture to support up to six (6) on Board Operators Procure Tactical Common Data Link (TCDL), Satellite Communications (SATCOM) and tactical radio communications Provide an overall Design for the integration and operation of the following sensors: Communications Intelligence (COMINT), Radar to include Moving Target Indicator (MTI)/Synthetic Aperture Radar (SAR)/Dismount Moving Target Indicator (DMTI) Radar, EO-IR, HSI, FOPEN, LIDAR, GPEN, High Resolution Imagery (HRI) Support aircraft integration and test efforts to validate each sensor meets performance requirements Perform initial MEP field maintenance. Provide CLS for all MEP components at up to 3 locations, potentially including Ft Bliss, TX, Korea, Afghanistan and other locations to be determined. The type of solicitation to issue will depend upon the responses to this synopsis. No reimbursement will be made for any cost associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications available in the market of potential sources. The Government wants to ensure that there is adequate competition before determining the type of solicitation to be issued. Interested Offerors shall respond to this Sources Sought Synopsis no later than 1200 EST (APG, MD) on Monday, 5 August 2013.
