- SOURCES SOUGHT: GEOPHYSICAL TEST HOLE DRILLING AT VARIOUS DEPARTMENT OF DEFENSE (DOD) SITES IN THE WESTERN UNITED STATES I.This is a Sources Sought (SS) announcement. This is not a solicitation announcement. A contract will not be awarded directly from this announcement. The Government will use responses to this announcement to develop a strategy to procure the requirement. If, after review of the responses to this synopsis the Government makes a determination to proceed with a solicitation, the solicitation will be published in the Navy Electronic Commerce On-line (NECO) system and Federal Business Opportunities (FedBizOps) as a formal Request for Proposal (RFP). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the Technical Point of Contact will not be given and no appointments for presentations will be made. This Source Sought will assist in determining the availability of potentially qualified Small Businesses to drill geophysical test holes, with indication of business size classification, including: 8(a), Small Business, Small Disadvantaged Business, Women-Owned Small Business, HUBZone Small Business, Veteran-Owned Small Business, and Service-Disabled Veteran-Owned Small Business. II.Required NAICS business classification code: 213115 - Support Activities for Nonmetallic Minerals. (Note: The applicable small business size standard ceiling is $7.0 million.) III.Naval Facilities Engineering Command Southwest is seeking qualified drilling sources to provide, under contract, all management, labor, incidental engineering, travel, transportation, equipment, material, and supervision necessary to perform geophysical test hole drilling at various Department of Defense (DoD) sites in the western United States to further determine/assess each installation ™s geothermal resource potential. The Contractor shall perform and execute all aspects of drilling, logging support, and completing the test holes to government specifications. The test holes could be designed to be drilled to depth of up to 8,000 feet below ground surface (bgs). Test holes will be generally designed to reach approximately 5,000 feet. Deeper test holes will generally be designed to reach 6,000-8,000 feet, dependent on geologic conditions. Blowout prevention equipment (BOPE) will be required. Casing, tubing, piping, and cementing in accordance with standards and specifications will be used. The Contractor shall follow all of the specifications regarding safety and operations practices contained in the U. S. Geological Survey Geothermal Operational Order #2 (GRO #2), Drilling, Completing, and Spacing of Geothermal Wells. Drill sites may be located within the boundaries of active military range lands. The purpose of the geophysical test hole drilling includes seeking elevated subsurface temperatures, gathering geophysical down-hole data, chip samples, and possibly recovering fluid samples, so as to further delineate the area ™s geothermal resource potential. IV.Responding to this Source Sought: The firm (including subcontractors) must be able to demonstrate experience (relevant projects), capabilities (personnel, equipment, etc), and qualifications (licenses, education, training, certifications etc) to drill geophysical test holes to the depth described above (must demonstrate experience drilling to a minimum depth of approximately 5,000 feet and up to 6,000 to 8,000 feet below ground surface and experience and qualifications using BOPE). Responses shall NOT exceed eight (8) pages; minimum font size: ten. Two sided pages count as two sheets. A. One page shall be the cover sheet which must include: 1) Firm name, address, and primary phone number 2) Firm ™s status and size of the business relative to NAICS code 213115. Identify whether your firm is a certified 8(a), Small Business, Small Disadvantaged Business, Women-Owned Small Business, HUBZone Small Business, Veteran-Owned Small Business, and/or Service-Disabled Veteran-Owned Small Business and/or a Small Business concern. For more information on the definition or requirements for these, refer to http://www.sba.gov/. 3) Points of contact for the firm, including telephone numbers and e-mail addresses B. One (1) page should show: 1) Short description of the firm 2) List which states your firm is willing to work within the western United States 3) Provide any other relevant information. C. Up to six (6) pages should show: 1) Experience, capabilities, and qualification within the last five (5) years that shows the firm ™s ability to perform the services described above. 1.a. Information on maximum of two (2) recent (started within 5 years from the date of submission) similar projects that the firm performed. Include the following project information: project title, contract number, location of the work, client, description/Scope of Work (must include total depth of the holes drilled), period of performance (start/completion), and cost; who performed the work (in-house/subcontractor), including name(s) and their role. Describe the type of contract and pricing method. Provide any other relevant information. 1.b) Description of Key Personnel positions that would be assigned to this work, including a brief description of their relevant experience and professional certification/licenses. 1.c. List the available resources (including equipment) you have or will source to accomplish the work. 1.d. Limitations on Subcontracting for this work will require that the prime contractor self-perform at least 50% of the total direct labor hours. Indicate the work that your firm will self-perform and that which you intend to subcontract. If you have a working relationship with subcontractor, you may submit a relevant project of the subcontractor, provided that it includes all project description elements required above. Additionally, you must provide the name and size status of the subcontractor. Subcontractor submissions will be counted toward your two (2) project limit. 1.e. If the firm does not submit at least one project showing experience drilling between 6,000 and 8,000 feet below ground surface, the firm must demonstrate that it has the capabilities to drill to the anticipated depth of 8,000 ft.
