- The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to David Joshua Talley Ranch in Uvalde, Texas, for male and female Merino and Midwestern Range sheep in support of the Naval Medical Research Unit San Antonios (NAMRU-SA) research for Advanced Resuscitative and Hemostatic Agent Targeting Internal Hemorrhage funded by the Office of Naval Research (ONR). The estimated value of the contract is $38,520.00. The requirement is for an indefinite delivery-indefinite quantity contract that provides for the delivery of healthy male and female Merino and Midwestern Range sheep over a period of 36-months. Since the Navy protocol study builds off an existing study, it is imperative to use the same vendor that was used for the initial study. This consistency is paramount toward ensuring the scientific data generated is reliable, which is critical when testing different vendor devices under that same research environment. In addition, the David Joshua Talley Ranch is listed on the Institute of Animal Care and Use Committee (IACUC) approved list for animal vendors for the Tri-Service Research Laboratory (TSRL). Furthermore, the animals (sheep) shall be healthy, disease free and at the required weight (40 “ 90 kg) in one hundred percent of the ordered quantity in each delivery, or entire shipment shall be replaced. The animal facility requires United States Department of Agriculture (USDA) approved Class A animal breeder license or B animal dealer license. The requirement shall have an environment, care and handling of animals as developed by the initial supplier to avoid the skewing of data in ongoing research efforts. Therefore, the David Joshua Talley Ranch is the only one source and no other supplies or services will satisfy the Governments requirements. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by 02:00 PM Local Time, 30 July 2013 will be considered by the Government.
