Description
NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia intends to solicit Boeing (81205) for the repair of multiple items associated with the P-8A platform. (See Attachment A for list of items) The intention of this solicitation is to award a two year, Requirements contract. The repair contract will include one base year and one option year. The design of these parts are unstable. Engineering, manufacturing, or performance characteristics indicate that the required design objectives have not been achieved. The P-8 aircraft is currently in the Interim Support (ISS) phase of the life-cycle process and pre-physical configuration audit (PCA). Major changes are contemplated as these items have demonstrated marginal performance during tests and evaluation. These changes mayrender these items obsolete and unstable in their present configuration. During ISS, the aircraft ™s mission systems are experiencing constant anomalies and variance within their respective configuration. One of the critical functions of the interim phase is to determine a baseline configuration, which impacts maintenance requirements and logistical support. As the program develops and passes the various milestones, logistical requirements will vary such that the Navy must contract only with the Original Equipment Manufacturer (OEM) “ Boeing at this time. This procurement is being processed in accordance with Part 15 of the Federal Acquisition Regulation (FAR). The applicable NAICS code is 336413. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. One or more of the items under this acquisition is subject to Free Trade Agreements. (FAR 52.225-3). One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. (FAR 52.225-5) These items require Government Source Approval prior to award. If you are not an approved source, you must submit, together with your proposal, the information detailed in the NAVSUP WSS Source Approval Brochure which can be obtained on the internet at https://www.navsup.navy.mil/navsup/ourteam/navsupwss/business_opps.Offers received which fail to provide all data required by the source approval brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and / or approval requirements preclude the ability to obtain subject items in time to meet Government requirements, award of this requirement may be continued based on Fleet support needs. Boeing will be solicited on or after the week of August 4, 2013, and the solicitation will close 30 days after the effective date of the solicitation.
