- The Aberdeen Area Indian Health Service is currently seeking potential offerors for the award of eight (8) Firm Fixed-Price, Indefinite Delivery, Indefinte Quantity type contracts for Construction Related Repairs and Improvements at IHS Facililties, Quarters, and Grounds within the Aberdeen Area IHS Service Area (Nebraska, North Dakota, and South Dakota). This is a Total Small Business Set-Aside solicitation for five (5) awards/schedules and is a HUBZone Set-Aside solicitation for three (3) awards/schedules, and is further restricted to Minnesota, Nebraska, North Dakota, and South Dakota, as follows: Total Small Business Set-Aside Schedules : Schedule C - Fort Totten, ND; Fort Yates, ND; New Town, ND; McLaughlin, SD; and Mobridge, SD (Aberdeen Area Youth Regional Treatment Center). Schedule D - Sisseton, SD; Wagner, SD; and Winnebago, NE. Schedule E - Eagle Butte, SD; Fort Thompson, SD; and Lower Brule, SD. Schedule F - Belcourt, ND. Schedule G - Rosebud, ND. Total HUBZone Set-Aside Schedules : Schedule A - Rapid City, SD. Schedule B - Pine Ridge, SD. Schedule H - Kyle, SD; and Wanblee, SD. Period of Performance shall be from Date of Award through September 30, 2014 with four 1-year options with performance dates of: Option Year 1 - October 1, 2014 through September 30, 2015 Option Year 2 - October 1, 2015 through September 30, 2016 Option Year 3 - October 1, 2016 through September 30, 2017 Option Year 4 - October 1, 2017 through September 30, 2018 The Contractor shall provide for all labor, materials, supplies, equipment, transportation, supervision, and all other necessary elements to complete the projects/tasks. All work completed shall be in compliance with the contract and all plans, drawings, and specifications issued per project/task. The Contractor will be required to perform multi-discipline construction repair and re-modeling work. Common trades which may be needed include carpentry, plumbing, electrical, laborers, power equipment operators, roofers, cement workers, asbestos removers, painters, and other trades commom to the construction industry. The Indian Preference Clause in employment and subcontracting is made a part of this solicitation and resultant contracts. Basis for Award: All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. RFP-241-2013-01 will be available approximately fifteen (15) days after the date of this publication. There is a $25.00 non-refundable charge for the solicitation documents. Write the check/money order to Indian Health Service and ensure the solicitation number is on the check. BID BOND, PAYMENT, AND PERFORMANCE BONDS ARE REQUIRED. Project magnitude is $500,000 to $1,000,000 per schedule/per year.
