- Description
- The Department of Veterans Affairs, Bay Pines VA Healthcare System, Bay Pines, Florida, is soliciting and intends to award a firm fixed price contract under Project No. V08-12-102, for Architectural/Engineering services to develop detailed Facility Level Strategic Capital Master Plans and update the Capital Asset Inventory (CAI) at all facilities within the Veterans Integrated Services Network (VISN) 8 Florida, which include Bay Pines, Miami, West Palm Beach, Tampa, Orlando, North Florida/South GA, and San Juan, PR. This contract is being procured in accordance with the Brooks Act (P.L. 92-582) as implemented in FAR Subpart 36.6. A single firm will be selected for negotiation based on demonstrated competence and qualifications for the required work. The Master Plan will cover a five thru twenty year planning time horizon. The facility master plan development is expected to be collaborative in nature, with the contractor developing an understanding of the VA wide organizational culture and priorities along with the VISN and local facility goals and priorities. Contractor will perform an overall analysis of the facility's mission and delivery of patient care, ancillary, diagnostic, research and support services. The contractor will identify key service lines, including interaction and adjacency of relevant programs, both internal and external to the facility. The contractor will analyze the allotment and configuration of existing space and acreage and recommend changes to meet the facility's strategic planning goals, including facilitation of both patient care and support operations. The contractor will identify specific capital initiatives such as construction projects and or leases required to implement these changes to include the development of a realistic time line, order of magnitude cost estimates, detailed description and scope of work. This analysis shall be performed with the involvement of key VISN and facility staff. The contractor will analyze and integrate input and direction provided by facility and network level Strategic/Capital Asset Plans, medical center staff input, data on veteran population, workload demand and projection forecasts located in the VA's ProClarity website, Veterans Support Service Center (VSSC) Space Calculations, FCA, and site specific community and stakeholder issues. Performance Period: The contractor will have 660 calendar days from notice to proceed to complete this project. The contractor is expected to develop an agreed upon time table outlining the milestones for each specified task of the study. After thorough market research, it has been determined to set-aside this acquisition as a Total Small Business Set Aside. All firms are advised that registration in the System for Award Management (SAM), previously CCR, database is required prior to award of a contract. Failure to register in the SAM database may render your firm ineligible for award. For more information, check the SAM Website: http://www.sam.gov. In order to assure compliance with FAR Clause 52.219-14(b), Limitations on Subcontracting, all firms submitting a SF 330 for this Sources Sought Notice are required to indicate what percentage of the cost of contract performance will be expended by the concerns employees and in which discipline(s) and percentage of cost of contract performance to be expended (and in what disciplines) by any other subcontracted or otherwise used small or large business entity(s). Any subcontracted or other business entity(s) used must be identified by name, office location and size/type of business (i.e. SDVOSB, VOSB, 8(a), SB, large, etc). Submitting firms themselves and/or submitting firms intending to use SDVOSB and/or VOSB during contract performance are reminded such firms must be registered on Vetbiz and CVE Verified prior to award. Further, the SDVOSB business must be 51% or more owned by one or more service connected veterans (SDVOSB). Further, the service connected veterans (SDVOSB)/veterans must manage and control the daily operations of the firm, or in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. The SDVOSB/VOSB must meet the small business size standard under relevant industry (NAICS) Code. At least 50% of the cost of personnel for contract performance of the SDVOSB will be spent for employees of the SDVOSB itself or other eligible SDVOSB concerns. NAICS code for this project is 541310 and the small business size standard is 7.0 million. SELECTION CRITERIA: Selection criteria as identified in FAR Subpart 36.6 and VA Acquisition regulation 836.6 as follows: 1) Professional Qualifications necessary for satisfactory performance of required services, to include a proposed management plan. (2) Specialized Experience and Technical Competence in the type of work required including, where appropriate, experience/knowledge in: "Master Planning of large healthcare providers both at facility level and network level "Space analysis per category breakdown of typical health care facility "Ability to understanding and comply with VA Construction Program requirements "Estimating effectiveness "Cost effective approach to updating detailed Capital Asset Inventory databases. (3) Capacity to Accomplish the Work: the general work load and staffing capacity of the design office, and the ability to accomplish the work in the required time will be evaluated. Indicate the firm's present workload and the availability of the project team (including sub-consultants/contractors) for the specified contract performance period. (4) Past Performance: the past performance of the firm on contracts relevant in scope to the advertised project that were accomplished with the Department of Veterans Affairs, other federal agencies, and private industry in terms of cost control, quality of work, and compliance with performance schedules will be examined. (5) Location of Design Firm: the geographic proximity of each firm (offeror) to the location of the VISN 8 Network Office will be evaluated. This criterion will apply to the Firm's local corporate/branch office. Architect and Engineering firms will be considered as local only if their sole office is in the advertised area or they have a local branch office in the advertised area that has been in operation for a minimum of three years and all the architectural coordination and management of the project will be performed in that office. Interested firms with more than one office must indicate on their SF-330 the staffing composition of the office in which the work will be performed. (6) Reputation and standing of the firm and its principal offices with respect to professional performance, general management, and cooperativeness. (7) Claims and Terminations: record of significant claims against the firm or terminated contracts because of improper or incomplete architectural and engineering services will be examined. (8) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. ADDITIONAL SELECTION CRITERIA: In addition to the selection criteria identified above, the area of consideration for offeror is a 150 mile driving radius between offeror location and the VA Sunshine Healthcare Network (VISN 8) Office located in the Fanklin Templeton Office complex, 140 Fountain Pkwy, Suite 600, St. Petersburg, FL. 33716. (Determination of mileage eligibility will be based on www.mapquest.com) SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit two (2) hard copies of Standard Form 330 (SF 330) and one (1) CD copy of Parts I and II no later than 3:00 PM, EST on August 15, 2013.
