Description
NASA/KSC has a requirement for support of the research project for X-Ray Diffraction Analysis of Aggregating Proteins and Amyloid Fibers. NASA/KSC intends to intends to procure support of the research project for X-Ray Diffraction Analysis of Aggregating Proteins and Amyloid Fibers on a sole source basis from Florida Institute of Technology (FIT) located in Melbourne, Florida under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. FIT has previously provided support on the preliminary effort of the above project. Through this prior effort, they have gained unique insight and background. In addition, FIT is currently supporting the only existing payload development program for amyloid aggregation of proteins in microgravity aboard the International Space Station (ISS). FIT is the originator of the colloidal theory of protein aggregation and of the application of atomic force microscopy to this field which are both critical elements to the ongoing research for the last seven years at Kennedy Space Center, Florida Space Research Institute, and FIT. FIT has developed considerable data and experience with the experimental procedures and continuity is essential. As for the ISS project, the coordination with this support is critical to the success of the project. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 26, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. This notice is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of this support may provide a written response, which may be considered by the agency. It must clearly show the ability to be responsive without compromising the quality, accuracy or reliability of the services provided and without causing programmatic hardship.
