Description
Draft Requirements Document DJMS-13-A37-Q-0020 THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Request for Quotation is not available at this time. This notice does not constitute a commitment by the government. The U.S. Marshals Service/Justice Prisoner and Alien Transportation Service (USMS/JPATS) is developing an acquisition strategy for In-Flight Internet Services for two (2) Boeing 737-400 aircraft. Installation for these services must be completed in September 2013 and must be completed in five (5) business days. A Draft Inflight Internet Capability Requirements Document is attached. All interested firms shall submit their capabilities packages addressing their ability and experience in providing the services in accordance with the attached Draft Requirements Document. Small businesses that are certified and qualified as a small business concern under North American Industry Classification System (NAICS) code is 517410 with a size standard of 1,500 employees are highly encouraged to submit their capabilities packages. In addition to submitting your capabilities, please respond to the following questions: 1. Is your firm registered in the System for Award Management (SAM)? In accordance with federal regulations, all contractors doing business with the federal government must be registered in the SAM database. 2. Based on the NAICS code above, what is your business size, small or large? 3. Within the past 3 years, have you provided similar services with commerical entities, federal, state or local governments? If so, please describe and include a) the contract number, dollar value, period of performance and current status of the contract; b) the types of services provided and c) any subcontractors used on the project and their respective roles on the project. 4. What is your estimated price for all required hardware (to include any warranties), and your estimated price for the installation for all of the equipment. Installation must be completed at the USMS facility in Oklahoma City OK within five (5) business days. In addition, please provide your broadband monthly rates in MBs and their service costs to include the rate per MB after exceeding the maximum usage rate of each plan. A solicitation to provide these services is being developed and a contract may or may not result. Market research is being conducted to determine the interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary, the government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the government. If capabilities packages are not received from at least two capable small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capabilities packages submitted; this requirement will be solicited under full and open procedures. Capabilities packages shall be submitted (via e-mail) to the POC listed below not later than 12:00 pm (noon) EST, July 22, 2013.
